FRC’s Strategy 2023-2025 in Mozambique:

Beyond the ECODRR project, FIU’s strategy in Mozambique is built around two main areas:

1) The continuation of Disaster Risk Reduction activities in Zambézie Province where the FIU is already established and where the needs are important (and increasing due to climate change);

2) The structural strengthening of the Mozambique Red Cross to improve its intervention capacities and autonomy.

Reporting to the PIROI Regional Head of Delegation, the Head of Delegation is responsible for:

– Supervision of the FIU Delegation in Mozambique
– Strategic management of the partnership with the National Host Society (SNH)
– Implementing, monitoring and updating the FIU strategy in Mozambique
– Supervision and coordination of the different departments and relations between the capital and the base to ensure the effectiveness of the operational implementation and monitoring of activities
– Management and supervision of the Department Heads
– Management of donor relations and fundraising
– Management of security

Reporting relationship
– The Head of Delegation works under the responsibility of the PIROI Regional Head of Delegation;
– Is responsible for: all national and expatriate staff of the mission, in collaboration with the national company.

Functional links
– Collaborates i nternally with: the deputy of the Area Manager, the technical referents and the support services at headquarters,
– Works in close collaboration with the different poles and services of PIROI and the FIU headquarters.

DESCRIPTION OF THE GENERAL TASKS RELATED TO THE FUNCTION
Under the authority of the PIROI Regional Head of Delegation, the tasks inherent to the Head of Delegation fall into six categories

A. Management of the Delegation and strategic positioning
– Manages/supervises the FIU office and relations with SNH;
– Oversees the overall organization of the mission;
– Represents and coordinates the FIU’s actions with the other bodies of the movement and with other partners and actors in the field;
– Contributes to a program strategy adapted to the FIU strategy and the country context;
– Negotiates strategic options or major disputes with the National Society, headquarters and external actors;
– Conducts and supervise s fundraising;
– Organizes assessment missions (initial situation diagnosis) to analyze humanitarian needs, in collaboration with the National Society;
– Develops project proposals within the framework of the strategy developed by the National Society and in collaboration with FIU headquarters and the regional head of delegation.

B. Operational implementation and monitoring of activities
– Ensures the implementation of projects in collaboration with the National Society;
– Is the guarantor of the quality of the programs on behalf of the FIU: monitors the evolution of the projects (quality, progress, relevance and efficiency) and adjusts the activities if necessary;
– Follows up on the implementation plans and activity timetables to ensure proper execution of activities within the allotted time;
– Ensures the organization of periodic evaluations during the course of the project and the adjustment, if necessary, of projects to needs;
– Ens ures that activities comply with FIU’s contractual commitments to donors;
– Ensures the implementation of activities related to the PIROI regional program in the country.

C. Supervision of the management of financial and logistical resources
– Supervision of the management of financial resources:
– Ensures the proper use of allocated funds in accordance with the administrative and financial procedures of the FIU and donors;
– Is responsible for the proper management of the budgets allocated by the project managers;
– Is responsible for the monitoring of budgets by his/her direct collaborators;
– Ensures that financial needs (requests for advances, cash flow requirements) are adapted and transmitted to headquarters within the required timeframe and format.
– Supervision of logistical resources:
– Ensures compliance with donor and CRF logistics procedures (purchasing, fleet management, inventory management, transportation, etc.);
– Supervises the management of car, computer and radio fleets (inventories, maintenance, proper use);
– Supervises the conditions of use of the programs’ equipment;
– Supervises the proper maintenance and management of stocks (programs, consumables, etc.).

D. Management and human resources management
– Ensures organizational development adapted to the needs of the FIU delegation: plans human resources and organizational structures according to the program and in conjunction with the national society;
– Develops and updates the job profiles of his/her direct reports, provides day-to-day supervision and regular evaluation of his/her direct reports, in conjunction with the national society;
– Ensures that the job profiles of the teams are regularly updated, and ensures that the supervision of the teams is effective and that staff evaluations are regular;
– Ensures good communication between team members (e.g. organization of weekly meetings);**- Ensures that the code of conduct, the internal regulations and all procedures relating to human resources are respected;
– Mediates any conflicts with national staff;
– Is responsible for the working conditions of the team.

E. Communication and Reporting
– Responsible for interim and final financial and narrative reports related to the projects, according to the formats established by the donors or the FIU;
– Prepares monthly activity reports;
– Evaluation Report Manager;
– Develops a final report (activity/ personnel tiling) to be completed at the end of the mission to capitalize on information;
– Transmits weekly updates and participates in weekly telephone updates.

F. Security management
– Participates in the development of the RWC’s security strategies and instructions;
– Is responsible for informing and communicating safety rules to all teams;
– In collaboration with the CVM and the ICRC, makes decis ions concerning security and ensures appropriate action in agreement with his/her hierarchy and the zone manager;
– Limits the risks taken by the field staff, by applying appropriate safety instructions and ensuring individual responsibility of the staff.**

**Education: Master’s Degree in Humanitarian Project Management or equivalent
3 years of significant experience in a similar position
Experience in volatile security contexts
Experience in team management
Experience or knowledge of the Red Cross Movement would be an asset
Fluency in English (oral and written) essential
Fluency in Portuguese would be an asset
Knowledge of emergency response mechanisms would be an asset
