ABOUT ICMC

The International Catholic Migration Commission (ICMC) is an international non-governmental organization, whose mission is to protect and serve uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants – regardless of faith, race, ethnicity, or nationality. In collaboration with governmental and non-governmental partners, and through a worldwide network of members, ICMC implements and advocates for rights-based policies and sustainable solutions to address global migration challenges. ICMC’s operations are aimed to respond to the needs of vulnerable individuals and communities, and focus on protection, humanitarian assistance, resettlement, migration, and development.

For four decades, ICMC has partnered with the U.S. Department of State, Bureau of Population, Refugees and Migration to conduct refugee resettlement. Currently ICMC operates under a cooperative agreement with the Department of State (DOS), as a Resettlement Support Center (RSC) and under a contract with European Union Agency for Asylum (EUAA) to prepare eligible refugees for resettlement to US and European Union Member States. As part of this service, we work with several thousands of refugees and their families each year and take them through each stage of overseas processing that is required for resettlement to the U.S.A. and to European Union Member States. ICMC also has a sub-office in Beirut, Lebanon which supports refugee processing for the U.S.

SCOPE OF WORK

The Head of Cultural Orientation and Training (CO & T) manages and oversees the Resettlement Support Center’s (RSC) training programs for pre-departure refugees, RSC staff and contractors. This is a senior management position reporting directly to the Regional Director. The incumbent directly supervises the CO Supervisor and the Quality Assurance & Training (QA & T) Coordinator. Indirect supervisees include: CO Assistant Supervisor, CO Team Leaders, CO Trainers and QA & T Trainer. The Head of CO & T provides leadership and substantive guidance to these staff, conducting their annual performance evaluations and monitoring their professional development. S/he ensures that outcomes of RSC trainings are compliant with the requirements of the Bureau of Population, Migration, and Refugees (PRM) and ICMC standards and that they meet or exceed training objectives and indicators. S/he develops tools and formal evaluation processes to assess training effectiveness and report outcomes. Additionally, s/he researches, designs, and delivers trainings.

Working out of Istanbul, Turkey, the Head of CO & T collaborates closely with other RSC program heads, managers and staff in Turkey and Lebanon to ensure coordination and enhance efficiency.

The Head of CO & T represents the RSC at the CO Leadership forums organized by the Cultural Orientation Resource Exchange (CORE) and PRM. S/he collaborates with senior management on communication and messaging strategies with refugees, donors, and stakeholders in line with PRM guidance and CO objectives and indicators.

KEY ROLES AND RESPONSIBILITIES

CO & QAT Program Management:

The Cultural Orientation and Quality Assurance Training department is an integral part of the RSC’s operations, working to maximize learning by staff and refugees. The Head of CO & T:

  • Monitors program compliance with PRM and ICMC standards
  • Develops tools and formal processes to assess training effectiveness and adapt strategies and lesson plans accordingly
  • Researches, designs, and delivers trainings for CO and periodic seminars, workshops and in-house training sessions for staff
  • Recruits, hires, and supervises CO & QAT staff
  • Ensures department staff are prepared to deliver interactive experiences for all employees and refugees in classroom and remote settings
  • Oversees the availability of resources, including pedagogical materials, classroom materials, management plans, online resources, etc. to the training teams
  • Generates and/or supervises the writing of timely and quality reports about the department’s activities
  • Collaborates on messaging and communication strategies about the RSC and the US Refugee Admissions Program (USRAP).
  • Collaborates on website development and content; and
  • Manages the department’s budget.

Cultural Orientation:

The CO training program is learner-centered, preparing refugees for their first weeks in the United States. Devised for adults and youth, the program incorporates participatory and experiential learning to prepare refugees with the skills, knowledge, and attitudes they need to restart their lives. The Head of CO & T:

  • Oversees the design and development of CO curriculum and lesson plans in compliance with PRM requirements
  • Assesses and monitors program outcomes in accordance with PRM objectives & indicators
  • Ensures the training team is prepared to deliver accurate and up to date information about resettlement to the US as outlined in the Cooperative Agreement with the Department of State and the PRM/CORE Objectives and Indicators
  • Supervises the allocation of resources, staff scheduling and programing logistics
  • Ensures that records in the START (standardized electronic case management system) database are maintained and program integrity guidelines are met in accordance with PRM guidelines
  • Coordinates with UNHCR, U.S. Embassy, PRM and IOM as well as other organizations and institutions on CO activities.

Quality Assurance & Training:

RSC staff receive continuous trainings in the operations of the program to comply with ICMC Headquarters and PRM guidance. The Head of CO & T:

  • Identifies and devises training strategies in collaboration with program managers to meet and exceed institutional requirements.
  • Designs or enhances a diverse array of mandatory annual and refresher trainings including: Protection from Sexual Exploitation and Abuse (PSEA), cyber security, ethics and anti-fraud / malfeasance, and “working with interpreter” trainings.
  • Designs trainings and activities for RSC staff that improve performance in key areas identified by supervisors, RSC leadership, institutional objectives, and PRM-identified areas of concern/opportunity including resilience and stress management, team building, and working with excluded communities.
  • Supervises the allocation of resources and oversees staff scheduling and programing logistics.
  • Perform other related duties and responsibilities assigned by the Regional Director.

REQUIREMENTS

  • University degree in International Relations, Political, Legal or Social Sciences, Communications, Education, or Journalism
  • Minimum four years’ experience working in the U.S. Refugee Admissions Program, for other related agencies or organizations, domestic and/or overseas
  • Training/teaching experience, including curriculum development, preferably with multi-cultural target groups in a participatory context
  • Demonstrated management skills
  • Demonstrated experience designing and delivering training
  • Relevant experience living and working in the U.S. strongly preferred
  • Native or fluent spoken and written English
  • Excellent command of MS Office applications and other computer programs
  • Ability to travel
  • Experience living or working in international settings.
  • Ability to work at the highest levels of personal and professional integrity. Must comply with and actively promote ICMC’s zero tolerance policy on sexual exploitation and abuse, harassment, abuse of power, fraud and corruption in all activities and responsibilities.

Conditions of Contract

Salary will be commensurate with skills and experience. Benefits include moving allowance, housing allowance, pension, life and health insurance, and home leave. Process of obtaining a work permit in Turkey may delay the start date.
