ABOUT THE JOB
Against this background, building on DRC’s localization agenda, its Go Local principle, and as part of the Dutch-funded MACM II Programmatic Learning Agenda, DRC is proposing to conduct an inclusive and partner-steered process aimed at discussing what localization means in Afghanistan and at identifying ways for the international community to engage with the Implementation Partners (IPs) of the Mine Action Program in Afghanistan (MAPA).
The process will be co-led with an Afghan partner and will be opened to all MAPA national IPs to ensure their meaningful participation. The process will revolve around three main steps:
- A design phase that will strive to determine, align, and refine learning objectives and questions relevant for the localization agenda in Afghanistan.
- An implementation phase to deepen understanding of the context in relation to the learning questions, including analysis of what kind of localized and tailored solutions will have the potential to lead to the best results (learning mechanisms, evaluation processes, and funding/technical support mapping).
- A dissemination phase to encourage implementation and funding of the approaches identified along the process
With the aim to facilitate a good quality, inclusive and participatory process, DRC is seeking to recruit a short-term (6 months pending final funding decision) DRC Localization Advisor to lead, oversee and support the learning process in close collaboration with the head of HDP and the local partner in Afghanistan.
The endeavor will include, a minimum, the following activities which will be designed and implemented in partnership with the local Afghan partner:
- Ensure close coordination with all stakeholders involved: DRC, the national partner, MAPA Ips, and KPSRL.
- Design the agenda of three partners’ consultation workshops to launch the process (in February), validate learning objectives and methodology (in April), and validate report findings (June).
- Ensure the administrative and logistics arrangements prior to, and during, each workshop.
- Facilitate discussions during each workshop in February, April, and June 2023.
- Conduct Key Informant Interviews (KIIs) to corroborate and support workshop discussions (April – May)
- Draft a Report on What Localization Means in Afghanistan (June)
- Contribute to the organization of a dissemination event/workshop with international stakeholders and local partners in Afghanistan (July).
