Head of Local Assignments and Fast Track Unit

Organizational Setting and Work Relationships
The position is located within the Division of Human Resources (DHR). The incumbent of this position supports the UNHCR’s People Strategy and contributes to the implementation of the 2018 independent HR review, which resulted in the establishment of HR strategic priorities and the reconfiguration and transformation of the Division from a largely transactional model into a strategic business partner for field operations and senior management.
Within the Assignments Management Section which is a principle service of DHR, the incumbent is one of three Heads of Unit implementing the Assignments Policy of UNHCR, with particular reference to Fast Tack positions and Local Assignments. The Head of Local Assignments and Fast Track Unit has the overall responsibility of ensuring efficient and effective vacancy management for assignments related to emergency operations, as well as local assignments at HQs and oversight of local assignments in the Field. The Unit has extensive contact with the other units in the Section, Medical Service, Staff Welfare Section, APRS as well as a business relationship with all Regional Bureaux and Divisions with regard to determining the requirements of advertised positions. There is considerable contact also with managers worldwide with regard to the filling of all Fast Track positions.

Duties

  • Organize and service assignments sessions of the Joint Review Board (JRB) and act as its Secretary (on an alternating basis with the other Head of Unit) ensuring the timely provision of all necessary documentation and information, ensuring adherence to regulations and procedures while ensuring follow-up and implementation of resulting decisions.
  • Draft JRB minutes and notes to the High Commissioner regarding DHR and JRB recommendations.
  • Manage the overall vacancy management process for international professional advertisements as Fast Track Exercises, ensuring that positions are filled in timely manner.
  • Spearhead a business relationship with relevant Regional Bureaux and Divisions to ensure the receipt of up-to-date information in support of the assignments process to ensure an accurate match when filling the position.
  • Participate actively in the matching and selection process for P4/P5 and P2/P3 positions, and act as Secretary as required.
  • Analyse status of vacancies and establish patterns in filling of vacancies through the production of relevant statistical data, including data on JRB recommendations, High Commissioner’s/Deputy High Commissioner¿s decisions on assignments and appointments, etc.
  • Be pro-active in minimizing the number of long-standing vacancies through close interaction with the other units of the Section as well as managers and staff members.
  • Provide senior management with suggestions on career progression patterns and identify factors affecting career mobility and the ability of the Organization to attract and retain required staff, and advise the Organization accordingly.
  • Monitor the implementation of the RAAI and bring to the attention of managers in DHR any related problems and suggestions for improvements. Participate and provide inputs to other policy issues under discussion within DHR with a view to rendering the PPA process more efficient and effective.
  • Observe discretion and maintain due confidentiality and courtesy in all dealings with staff members and counterparts.
  • Represent AMS in meetings relating to assignments in the International Professional category and General Service Category at HQs and contribute to making final recommendations for advertised positions at certain levels.
  • In cooperation with the other Heads of Unit, manage the calendar for the short-listing and matching meetings required under the RAAI for the filling of positions advertised in relevant exercises.
  • Clear final recommendation and JRB minutes as well as documentation to be prepared for JRB sessions and to requesting staff members.
  • Perform other related duties as required.
    Minimum Qualifications
    Years of Experience / Degree Level
    For P4 – 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

    Relevant Job Experience
    Essential
    At least 5 years of progressively responsible managerial experience. Ability to work under pressure. High degree of cultural awareness and sensibility and the highest level of discretion, tact, and confidentiality, an excellent active listener and an effective coach. Knowledge and experience in design, implementation, enhancement and modification of new policies and practices. Strong interpersonal skills, strong organizational, strategic thinking and planning skills. Proven ability to analyse and present data.
    Desirable
    Capacity to analyse complex procedural documents. Excellent inter-personal skills. Assignments Management with concentration in human resources planning and practices within the UN common system in general and UNHCR in particular. Knowledge of UNHCR’s Recruitment Module or similar modules used in other UN agencies.

    Language Requirements
