Habitat for Humanity (HFH) is an international non-profit organization dedicated to eliminating substandard housing and homelessness worldwide and to making adequate, affordable shelter a matter of conscience and action. Since its founding in 1976, Habitat for Humanity has helped more than 29 million people meet their affordable housing needs and obtain a safer place to sleep at night, along with the strength, stability and independence to build better lives, in more than 70 countries. Habitat has actively worked in Africa since our founding, partnering with millions of people across the region to build and improve places to call home. Recognizing that the great need for housing on the continent requires us to propel our work further, Habitat opened an Africa area office in Nairobi, Kenya, in April 2022. The Africa office enables us to more intentionally and deliberately serve a growth strategy in the region while building and influencing. We are currently active in Côte d’Ivoire, Ethiopia, Kenya, Lesotho, Malawi, South Africa, Tanzania, Uganda and Zambia.

Across the Africa region, Habitat for Humanity partners with governments, corporations, non-profit organizations and civil society organizations to increase families’ access to housing solutions. We help families gain access to decent and affordable housing, housing microfinance services, clean water and safe sanitation, and secure land tenure. In a disasterprone region like sub-Saharan Africa, we enable families to recover from catastrophes by rebuilding homes and to strengthen communities’ resilience to future disasters. While continuing to work in rural areas, Habitat for Humanity is also committed to ensuring that cities are inclusive, safe and sustainable. Our programming is focused on efforts to address systemic issues that prevent people from having adequate, affordable and sustainable housing.

Habitat for Humanity Côte d’Ivoire is affiliated to HFH International and started work in Côte d’Ivoire in 1999. HFH Côte d’Ivoire has strong community mobilization, Housing, WASH, and Advocacy for land tenure security programs. Habitat for Humanity Côte d’Ivoire’s vulnerable groups’ housing program is a fully subsidized construction program benefitting low-income groups, including orphaned children and people living with physical disabilities. The program intends to build community resilience to the effect of climate changes. Habitat for Humanity Côte d’Ivoire encourages cooperation with local financial institutions and other partners to finance decent housing and engages small-scale contractors to build houses. The organization trains young people in masonry skills so that they can later be employed by contractors. More than 2,028 houses were built under this program.

The primary objective of this consultancy is to provide an indispensable recruitment and selection service that perfectly aligns with the staffing requirements of Habitat for Humanity Côte d’Ivoire (HFH Côte d’Ivoire) and across West Africa. As HFH Côte d’Ivoire seeks to address its current staffing needs and enhance its program structure, it aims to engage a reputable recruiting firm or a professional recruiter/head-hunter to lend their expertise and support in identifying well-qualified candidates for various open positions within the organization and across the West Africa region

The chosen consultant will play a pivotal role in facilitating a swift and efficient recruitment and selection process, ensuring that the most suitable candidates are sourced either from their established talent pool or by actively promoting these positions through advertising, while also leveraging their extensive professional networks to seek potential candidates and hires for HFH Côte d’Ivoire and any other location within West Africa.

Moreover, this consultancy places a paramount emphasis on conducting the entire recruitment process in a manner that consistently reflects the principles of Diversity, Equity, and Inclusion (DEI) and aligns closely with HFH Côte d’Ivoire’s core values of humility, courage, and accountability. As such, the consultant is expected to not only identify the most qualified individuals but also to ensure that the recruitment process fosters an inclusive and equitable environment, where diverse talents are recognized and valued, and where the organization’s values are upheld throughout the process.

In this context, the consultant’s role is not merely transactional but rather integral to the long-term success of HFH Côte d’Ivoire and across the region, as they will help shape the organization’s workforce with individuals who not only possess the required skills but also resonate with its mission and values.

OBJECTIVE OF THE CONSULTANCY

The objective of this consultancy is to offer a recruitment and selection service that matches HFH Côte d’Ivoire and HFH Africa staffing needs. HFHCI is looking to contract a Recruiting firm or professional recruiter/head-hunter to support in identification of candidates for current positions in the program structure and across the west Africa region

The Consultant is expected to facilitate the delivery of fast and effective recruitment and selection of candidates to fill the open positions from their pool of candidates or through an active advertising process- navigating their network for potential candidates and hires for HFHCI in Cote d’Ivoire and West Africa

It is imperative that the end-to-end recruitment process consistently demonstrates Diversity, Equity, and Inclusion (DEI) best practices and HFHI values: humility, courage, and accountability.

SCOPE OF THE CONSULTANCY

The consultant will work closely with the Finance and Administration Manager, the National Director HFHCI and HR at Africa Area office where required. Its role will be that of an outsourcing agency and provide services as and when required by the Habitat for Humanity in Cote d’Ivoire and Africa. For the contract period, the consultant will be responsible for providing recruitment services for positions within Cote d’Ivoire and across the west Africa region as and when need arises. for

RESPONSIBILITIES OF PARTIES

The Consultant shall deliver to HFHCI the following deliverables to reflect all the work done under the contract:

  1. Executive Search
  2. Complete Recruitment Service (100 %)
  3. Partial Recruitment Service (90%)

Key Tasks

  • Work closely with HFHCI Finance and Administration Manager and AFR AO HR team to review candidate documents, CVs, and applications and understand the skills, competencies, qualifications, and critical success factors required for each vacancy.
  • Employ the most appropriate, dynamic, and engaging channels to attract and motivate talent throughout the recruitment process. The Consultant will identify candidate priorities and aspirations and in turn, communicate HFHCIS’ employment value proposition in the best possible way.
  • Support the selection process by applying the appropriate methodology of candidate screening, testing, personality profiling, and interviewing to assess applicants’ qualifications, experience, motivation, and personal traits to ensure the best possible match.

REPORTING LINE

The consultant will report to the National Director with dotted line to AFR AO HR team.

TIME FRAME

The consultant will work for a period of one year from the date of signing the contract. The expected start date is 05 January 2024.

REQUIRED QUALIFICATIONS

  • The consultant/recruitment agency must meet the following specifications: The assigned organization shall have key personnel who possess an advanced degree in Human Resources Management and certification at the senior level. Extensive knowledge of local labor laws acts, regulations, and procedures in Cote d’Ivoire and west Africa
  • At least 7 years of professional experience in the HR consulting field mainly in recruitment and selection, preferably working in/with INGOs across west Africa
  • Strong communication and interpersonal skills
  • Flexible, creative, detail-oriented, and well organized
  • Ability to maintain the highest standards of confidentiality and professionalism.
  • Sound judgment. Able to influence senior managers and be seen as a credible source of advice.
  • Demonstrated excellence in report writing in both English and French
  • Fluency in French and English
  • Knowledge and experience working in West Africa

GENERAL TERMS AND CONDITIONS

  • During the entire period of the assignment, the Consultant and its Personnel shall make themselves available to provide the Service to HFHCI.
  • The Consultant and its Personnel shall ensure to the best of its/their reasonable endeavors the highest professional standards and exercise all due care, skill, and competence to ensure that the Services provided shall be to the full satisfaction of HFHCI and the requirement of the project.
  • The Consultant shall render the Services in a respective, unbiased, and timely manner.
  • The Consultant shall always comply with the relevant internal laws and policies of Habitat for Humanity. .
  • All reports and documents prepared during the assignment will be treated as confidential documents belonging to Habitat for Humanity.

PROPOSAL SUBMISSION GUIDELINE

The proposal should demonstrate sound knowledge, technical skills, and capability as required by the nature of the work of the assignment and understanding of the requisite tasks set forth in the scope of work. Eligible Consultants should submit technical and financial proposals. The financial proposal should quote consultancy fee and administration costs. Proposals should also include inter alia:

Statement of relevant experience i.e., similar assignments executed in/under execution in the last five years. Measurable goals, objectives, and methodology

Propose separate fees for each of the recruitment process as listed below:

  1. Executive Search for senior leadership positions

  2. Complete Recruitment Service (Starting from vacancy advert through to final selection)

  3. Partial Recruitment Service (example- only shortlisting, basic interview conducting written test etc.)

    Indication of availability to carry out the Consultancy during the period January 2024 to December 2024.

PAYMENT SCHEDULE

The fees will be paid at the end of the agreed milestones and upon receipt of an invoice from the Consultant/firm/institution, with the bank detail.

Note: the fees will be paid per completed position.

The assignment is subject to local Withholding Tax at applicable rates

QUALITY AND ETHICAL STANDARDS

The author(s) should take all reasonable steps to ensure that the final product demonstrates respect and protects people’s rights and welfare and the communities of which they are members. It is also expected that the consultant will respect the values of HFHI: courage, humility, and accountability.

The Consultant/agency should submit a technical proposal for carrying out the assignment and the consultancy fee.

Proposals will be ranked according to how they fulfill the three following requirements:

  • Qualifications (50%)
  • Methodological approach (25%)
  • Price (25%)

  1. Technical proposal not exceeding three pages including a) project background, b) proposed report structure, c) any ethical considerations, and d) work plan.
  2. A confirmation of your status as an institution/firm or (in case of an individual consultant) independent contractor or employee of a consultancy firm or research institution (for contracting purposes).
  3. Curricula Vitae (CV) for consultant/all team members applying for consideration, with the contact details of three professional referees.
  4. Financial proposal itemizing estimated costs for services rendered (daily consultancy fees) and any other related supplies or services required for the consultancy.
  5. At least one sample report similar to that described in above TOR.
