  1. Who is the H2H Network?

H2H stands for ‘humanitarian to humanitarian’ and is used to describe humanitarian actors that provide services to other humanitarian actors rather than directly to crisis-affected populations, from mapping to community engagement, accountability, data assessment or logistics assessments. H2H is loosely based on the B2B concept from the private sector. H2H members provide services to improve the way the world responds to crises, from mapping to independent needs assessments, from translation to surveys with crisis-affected people about the quality of the aid they receive.

The network emerged following the World Humanitarian Summit (WHS) in 2016 and was formalised in 2018. It is now a growing network of 60 members with an innovative network fund providing specialised services to support operational agencies responding to humanitarian crises.

  1. Background

The H2H Impact and Learning Community of Practice seeks to be a vibrant hub for MEAL experts and other interested individuals within our network’s member organisations , allowing them to collaborate, share knowledge, and enhance their skills in impact and learning. Our goal is to foster a culture of continuous improvement and innovation in impact and learning practices, while providing a supportive environment for members to exchange experiences, ideas, and best practices.

Purpose:

The Impact and Learning CoP is a dedicated space designed for Network member to collaborate, learn, and actively contribute to advancing impactful practices. The CoP focuses on several key areas, including:

  • Facilitate Peer-to-Peer Exchange: Create an interactive space where members actively share experiences, insights, and best practices, fostering collective learning and collaboration within the Network.
  • Addressing Common Challenges: for example, explore strategies to transition from project-centric MEAL to long-term impact assessment, and discuss resource allocation for impactful learning activities among H2H actors.
  • Building a Supportive Network: Cultivate an environment that encourages support, feedback, and collaboration, nurturing a network driven by mutual learning and collective advancement among members.
  • Evidence Generation for H2H Approach and programmes: Collaboratively identify necessary approaches, tools and methods to evidence the importance of H2H actors and services, enhancing the evidence base supporting their role.
  • Fostering Innovation and Problem-Solving: Encourage collaborative problem-solving, innovation, and diverse perspectives to develop impactful solutions in the humanitarian sector.
  1. Purpose and objective of the consultancy

The primary goal of this consultancy is to work with the H2H Team and Members to revitalize the Impact and Learning Community of Practice (IL CoP) and develop a basis for further collaboration. This will encompass the following phases:

Phase 1: Scoping Exercise

  • Review existing materials: assess previously conducted activities and engagements with members.
  • Evaluate member feedback: analyze and synthesize feedback provided by members.
  • Stakeholder engagement: conduct interviews with the h2h team and key members to gather supplementary insights.
  • Review existing and previous terms of reference (ToR)

The findings from this comprehensive analysis will be shared with the members, forming the foundational groundwork for Phase 2.

Phase 2: Activity Planning Support

  • Comprehensive activity agenda development: collaborate with the H2H team and members to identify prevalent challenges among members and offer a comprehensive agenda and timeline of activities and events (including webinars, expert sessions, and other engagement initiatives) designed to address these challenges effectively.
  • Proposals for research initiatives: outline and present proposals for research initiatives aimed at substantiating the importance and impact of H2H actors and services within the humanitarian sector.
  • Key performance indicators (KPIs) definition: establish clear and measurable metrics as key performance indicators (KPIs) as well as related tools, processes and frequency to effectively assess and measure the success and impact of the CoP activities.

The consultant(s) will be required to prepare a detailed methodology and work plan indicating how

the objectives of the project will be achieved, and the support required from H2H.

  1. Deliverables

Phase 1:

  1. scoping exercise report (including 1 iteration) – see phase 1
  2. Presentation to the H2H team and members

Phase 2:

  1. Comprehensive activity agenda and timeline

  2. Proposals for research initiatives

  3. KPI tracking tool

  4. Duration, timeline and payment

The consultant(s) shall agree a timeline with the H2H team and be prepared to complete the work by the end of March 2024.

The consultants’ fee must include all taxes and other changes, including any VAT costs. Specialized technical equipment needed to fulfil services should be included in the rate.

The financial proposal (RFQ Form) must be in CHF.

  1. Proposed Composition of Team

We suggest that the consultant include a proposed composition of the team if need be in the proposal.

  1. Eligibility, qualification, and experience required

We encourage teams and groups of consultants to jointly apply to be able to address the 3 phases of this consultancy. If a consultant is applying for one aspect only, please get in touch to discuss.

Experience:

  • Solid background working on global best practices and standards in impact and learning in the humanitarian sector
  • Proven track record in conducting measurement and learning exercises as well as evaluation of humanitarian programs and interventions
  • Track record of maximising impact through a collaborative approach, with demonstrated experience in facilitating community of practice, collective learning spaces and webinars. Track record of enabling creative thinkers from various backgrounds to have an impact and change their organisations and/or eco system.

Skills and Knowledge:

  • Excellent collaboration and facilitation skills, ideally previously demonstrated in CoPs
  • Excellent research and documentation skills, including the ability to analyze complex information and present it clearly and concisely.
  • Strong technical writing and communication skills, with the ability to produce high-quality written reports, proposals, and other documents.
  • Knowledge of H2H network and/or its members is desirable.

Language Requirements:

  • Written and spoken fluency in English is required.
