PSI seeks a Grants under Contract Manager that will provide cradle to grave compliance oversight of assigned portfolio. The Grants under Contract Manager is responsible for carrying out the administrative duties required to assist with all aspects of implementing and managing a PMI Malaria (GUC) program. They will coordinate technical and administrative review of grant applications and support the process of grants package review and execution. They will carry out monitoring, review, and evaluation of grant activities and deliverables. They support overall management of the entire GUC portfolio in compliance with USAID’s and PSI’s procedures and policies. The Grants Manager will report directly to the project Head of Contracts & Finance. This is anticipated to be a five-year assignment ending in September 2028.

Salary Range:
$94,000 (MINIMUM) – $117,000 (MID-POINT) – $140,000 (MAXIMUM)

Responsibilities

Your contributions
-Portfolio Administration and Compliance: Administer the Project’s GUC portfolio. Develop GUC Manual for PMI multi country Malaria project. Ensure compliance with PSI and USAID GUC management policies and procedures. Monitor and manage grant finances in coordination with other grant points of contact; ensure timely payment to grantees, monitor total grant funds prepare accurate projections and financial reports. Coordinate with MEL Manager to ensure adequate information collection and reporting on grant outcomes and relevant PMP indicators; prepare and submit quarterly updates and submit grantee reports to PSI for reporting to the Development Experience Clearinghouse (DEC) and submitting datasets to the Data Development Library (DDL). 30% of Time

-Management of Grants Under Contract Portfolio: Define and administer the grant solicitation (RFAs/APSs) and selection processes in collaboration with technical staff and in accordance with PSI and USAID’s procedures and policies. Convene and facilitate review panel sessions; documenting discussions and determination of successful applicants. Oversee all pre-award due diligence requirements including the pre-award survey and cost analysis of the budget. Prepare grant award and modification packages in accordance with PSI and USAID grants management policies and procedures (also to be defined in the grants manual). Coordinate with the project team for annual planning to ensure the grant program technical objectives are clearly defined and estimated timelines for solicitations are appropriate.25% of Time

-Supervisory Responsibilities: Directly supervise one or more Grants Officers in accordance with PSI’s policies and applicable laws, including interviewing, hiring and, training employees; planning, assigning, and directing work; appraising performance; mentoring; rewarding and disciplining staff; and resolving problems. 20% of Time

-Training: Train project staff and grantees in use of the manual and annexes. Build the capacity of staff and grantees in GUC management. as needed including through one-on-one mentoring, small group trainings, corporate training programs, and information dissemination. Conduct site visits to potential and existing grantees as needed; serve as a grantee resource on questions pertaining to performance, compliance with regulations, and reporting. 20% of Time

-Closeout: Ensure accordance with the grant manual procedures and policies for the closeout of grants. 5% of Time

Qualifications

What are we looking for?
-Bachelor’s Degree (or international equivalent) in a related field
-Master’s Degree (or international equivalent) in a related field preferred
-At least 7 years or related experience. Equivalent combination of related education and experience may be substituted.
-At least 5 years of experience related to USG contract compliance oversight and management, with an emphasis on USAID government contracting and procurement preferred
-At least 1 year of supervisory experience preferred
-Problem solving and negotiating skills.
