Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.

WE WORK IN LEBANON AGAINST COVID-19

  • Focusing on Syrian refugee population and Lebanese host communities,

  • Installing latrines for people with specific needs in Aarsal.

The Grants Officer will be responsible of:

The timely and qualitative completion of all grant-related processes, and ensure compliance with donor guidelines and regulations. Specifically, she/he will coordinate: proposal writing, reporting, amendments, partnership management, program follow-up, kick-offs and close-outs, and audits.

The Grants Officer will report to the Grants Coordinator. She/he will coordinate with colleagues from all departments (Technical, HR, Finance, Logistics, MEAL) at HQ, Beirut coordination office, and field bases.

Objective 1: Proposal Development and Amendments (20%)

  • Coordinate the development of new proposals (and amendments) under the direction of the Grants Coordinator.
  • For proposals, acilitate design meetings, assign tasks to focal points, and centralize the appropriate templates.
  • For amendments, Support all departments in determining amendment requirements. Provide guidance for budget revision, grant modification process, and program modifications.
  • Provide accurate review of new proposals (and amendments) and ensure donor compliance.
  • Facilitate submission to HQ and/or donor.
  • Act as focal point with donors in-country for the proposal development (and amendment) process as required.
  • Coordinate organisational assessments of implementing partners as per AAH Partnership Management Protocol and relevant donor regulations. Ensure an updated organisational assessment is carried out on an annual basis.

Objective 2: Reporting (20%)

  • Coordinate reporting for all grants under the direction of the Grants Coordinator.
  • Provide quality control (ensure coherence and accuracy) and ensure timeliness of all donor reports (monthly, quarterly, interim or final reports).
  • Send out monthly planning of all reports due in the coming 60 days.
  • FTS/ Activity Info: lead quarterly reporting on FTS/AI funding reporting platforms.

Objective 3: Information Management (15%)

  • Archiving: ensure documents and records are archived, classified, and updated in real-time (final archiving on GESPRA and working documents on internal share-drive).
  • Grants Tracker: ensure all information in “Grants Tracker” is updated. s

Objective 4: Kick-Off / Close-Out Meetings (15%)

  • Coordinate the kick-off and close-out meetings of all grants.
  • Provide appropriate template, assign tasks to focal points, define due time/date.
  • Ensure quality control and timeliness of PowerPoint presentations.
  • Provide key compliance updates and requirements per donor contract.
  • Facilitate actual meetings (opening remarks, moderating discussions, ensure time-keeping).

Objective 5: Donor Compliance (15%)

  • Ensure grants are implemented in compliance with AAH and relevant donor regulations.
  • Provide support to all departments regarding donor compliance.
  • Compile compliance guidance (from donor or HQ) as required.
  • Develop donor compliance summary sheets.
  • Review funding agreements (donor), sub-grant agreements (HQ), and operational agreements (implementing partner) prior to signature.
  • Ensure that all visibility requirements for each grant are met in a timely manner and accurately documented.

Objective 6: Capacity development (15%)

  • Support teams in the capacity building and management of grants.
  • Conduct capacity building to AAH staff on proposal development, reporting, grants management, donor compliance, and project cycle management as required.
  • Lead capacity development of staff to ensure that they have the skills and knowledge on how to write donor reports.

Objective 7: Security

  • S/he will respect the security rules specified in the mission and base security plan, complying with the security plan and perform the security management tasks that can be assigned in its protocols
  • S/he will communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 8: Support humanitarian activities of Action Against Hunger

  • S/he will support the emergency interventions of the organization, as requested, as per the employee’s abilities
  • S/he will support any activity that helps reaching our humanitarian goals, as per the employee’s abilities
  • S/he will promote gender equality within the humanitarian and/or development work

Training:

University Graduate with master’s degree.

Technical specific knowledge:

  • In-depth knowledge of donor rules and regulations.
  • Strong written communication skills.
  • Strong analytical and problem-solving skills.
  • Strong inter-personal and organisational skills.

Previous experience (years):

  • Minimum 2 years working experience in similar grants, programme development / coordination with INGOs.
  • Previous experience working in context of humanitarian assistance.
  • Working experience with donors, or donor-funded projects (UN and/or bilateral donors).

Humanitarian sector knowledge:

  • General humanitarian principles.
  • Knowledge of Lebanon context desirable.

IT systems:

Knowledge of Microsoft Office Package.
