It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM International Network has been operating in Ukraine since 2014, improving access to health care, especially providing comprehensive Primary Health Care (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial support (MHPSS) services.

Since February 2022, MdM Spain is leading the country response for the network, while MdM France is in charge of the operations in Southern Ukraine (Odessa, Mykolaiv and Kherson Oblasts). The global strategy aims at ensuring the access to quality comprehensive healthcare services for the conflict-affected population in Ukraine.

In Southern Ukraine, MdM France has set up its country office and a base office in Mykolaiv. The program consists in supporting various local-based organization in the delivery of health services for people facing severe constraints to healthcare in Mykolaiv and Kherson Oblats with some specific activities in Odessa.

Living conditions in Mykolaiv are pleasant (access to restaurants, presence of other organizations, places to relax…).

Expats share modern, well-equipped apartments. However, there are strict security rules (curfew imposed by the authorities) and a volatile environment (regular activation of air alerts).

TASKS AND RESPONSIBILITIES:

Under the supervision of the deputy general coordinator, you are responsible for grants management, writing quality proposals, reports and project development material. You ensure compliance with the donor’s requirements, rules, and regulations.

More specifically, your responsibilites are the following:

Donor’s proposal management

  • Act as the focal point for projects development, including assessing suitability, compliance and facilitate the process
  • Participates in the search for funding at the field level
  • Support the coordination and HQ team in the coordination and the writing / reviewing / compiling / piloting of proposals
  • Work in close collaboration with the medical, logistics, HR and finance departments, to ensure consistency among the different components of proposals – i.e. log frame, budget, procurement needs, narrative, etc.
  • Make sure that all indicators are SMART and targets realistic

Donors and internal reporting

  • Ensure good follow-up of the reporting deadlines on a regular basis
  • Ensure timely submission of reports to HQ or consortium lead agency or donors
  • Ensure compliance with the donor deadlines, including developing and disseminating timelines and action plans to relevant staff
  • Follow up on mission-level reporting
  • Take the lead in the writing of certain parts of the reports (non-technical part) and help in the compilation of the different contributions

Donors engagement

  • Maintain overview of all donor strategies, requirements, rules and regulations; ensure their good dissemination
  • Carry out regular donor mapping exercises and identify new funding opportunities
  • Maintain a database of current and expected call for proposals
  • On request of the general coordinator, approach relevant donors for potential funding
  • Support the mission in the organization of external audit or evaluation

Memorandum of Understanding (MoU) / Partnership agreements

  • Participate in writing operational MoU, partnership agreements or amendments
  • Ensure smooth communication and collaboration with partners
  • Ensure proper filing system for the mission, including the partnership information
  • Ensure the lead and coordinate with the program support officer in HQ in the writing / reviewing / compiling / piloting of such agreements

Communication

  • Develop new internal communications products for the mission
  • Support program visibility and communication initiatives through travel to field to collect images, success stories and other communications content
  • Support program staff draft or review factsheets, presentations, articles, lessons learned documents, and any other media materials and resources
  • Ensure that program communications activities are in line with donors’ communications and visibility guidelines/contractual requirements as well as MdM brand guidelines
  • Develop, maintain and promote MdM Ukraine’s visibility via prior-approved social medial platforms

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 12 months

  • Starting date: as soon as possible
  • Gross monthly salary: 2 822 euros
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered
  • Guesthouse housing
  • 22.5 recovery days per year
  • 5 weeks of paid leaves per year
  • Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:

  • Higher education (degree in international cooperation, humanitarian studies, international relations, project management, or other related field etc.)
  • 2 years experience minimum in a similar position
  • Experience in grants management in humanitarian context
  • Experience in multi-donors’ budgets in humanitarian and development context
  • Training and capacity-building experience
  • Understanding and identifying institutional donors’ cycles and procedures (especially for GFFO/BMZ, ECHO/EU, CDCS and BHA/USAID
  • Assessing the quality of documents submitted to donors according to their guidelines and the constraints of the teams
  • Excellent communication skills both written and oral
  • Excellent organizational skills including time management and ability to meet deadlines
  • Ability to work autonomously
  • Flexibility, reactivity and anticipation
  • Excellent knowledge of Windows environment (word, excel…)
  • Languages: English is mandatory (excellent level required in both oral and written),
  • Knowledge of Ukrainian is an asset
