JOB CONTEXT:

HI Afghanistan is currently present in Herat, Kandahar, Kunduz, Kabul, Nimroz and launching a project in Paktika in response to the earthquake that affected the area in June. Present since 1995, HI is a strong actor in physiotherapy, MHPSS, P&O and Disability and Inclusion technical support and awareness.

HI Afghanistan operating framework is outlined in the operational strategy (“Stratop”) developed at the beginning of 2022 for the next 2 years. The 4 pillars are:

• Health
• Basics Needs and Economic Inclusion
• Armed Violence Reduction
• Protection of Vulnerable Populations

HI has 5 offices located in the different provinces of intervention. The total budget of Afghanistan is estimated to be at 8.3 million Euros by the end of 2022, however it is likely that it will be higher as fundraising efforts are having very good results as well as funding opportunities are increasing in Afghanistan.

HI Afghanistan employs 400 national staff and 12 international staff. We are looking for a Grants Officer to support in the management of the growing portfolio of the Afghanistan mission

YOUR MISSION:

Under the responsibility of the Project Development Specialist Afghanistan, as Grants Officer, you contribute within the country by ensuring timely donor reporting, coordination and information sharing with field staff in order to get the information on time. You put in place a reporting calendar and keep it updated, highlighting with supervisor and/or line manager any potential delay with time in advance in order to take corrective measures. You work closely with MEAL and participate in internal monitoring activities, alerting any underperforming to project managers.

Your responsibilities are :

R1 1: Grant Management and proposal development

• Coordinate donor reporting, liaising with different departments, scheduling tasks, and providing guidance to relevant staff members to ensure timely and high-quality inputs
• Support with the development of high-quality proposals and concept notes in compliance with donor regulations, in collaboration with the Project Development Specialist, Operations Manager, Compliance Unit and Finance/HR/Logistics departments
• Consolidate inputs to prepare and submit timely intermediate and final reports to donors
• Ensure compliance with donor guidelines in all donor reporting
• Maintain updated soft copies of all grant management documents in HI’s grant portfolio (Teams folders)
• Support the Project Development Specialist and Operations Manager in any other tasks, if required
• Organize and support with the grant opening and lesson learnt workshops in coordination with MEAL, Compliance Specialist and Operations Manager.

R2 : Representation and Donor Relations

• Support the Project Development Specialist in monitoring available funding opportunities and keep updated on donor priorities and strategies
• Support in the development of internal and external communication materials (sitreps, factsheets, etc.)
• Consolidate inputs for and disseminate an internal newsletter

R3: Donor Compliance and Promotion of Humanitarian Best Practices

• Keep Project Development Specialist and Operations Manager informed of any deviation to meet contractual obligations, report submission, and spend rates/significant budget variances. Also, be able to proactively propose remedial solutions, such as informing donors or raising timely modification requests.
• Organize regular Grant Opening and Grant Closing Meetings for all relevant staff members / departments to ensure coherence in the understanding of the grant design across departments and bases, as well as to promote sharing of achievements and lessons learned

YOUR PROFILE:

With a degree in International relations, socials sciences or international development,

• You have 1 year of experience working in relevant positions, preferably under pressure and in sometimes challenging working conditions
• You have a previous experience of expatriation in developed country (at least 6 months)
• You are fluent in English (both oral and written communications)
• You have the ability to work autonomously with minimum supervision,
• You are show very good organisational skills and the ability to meet deadlines,
• You know how to work as part of a team

CHARACTERISTICS OF THE POSITION:

• The position is based in Kabul. The security and access situation in the Country has improved significantly since the conflict has ended, however security measures remain in place as the context remain unpredictable.

• 12 months International contract starting from December 4th 2022

• The international contract provides social cover adapted to your situation:

  • Unemployment insurance benefits for EU nationals
  • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
  • Medical coverage with 50% of employee contribution
  • Repatriation insurance paid by HI

• Salary from 2270 € gross/month upon experience

• Perdiem: 562 € net/month – paid in the field

• Hardship: 500 € net/month paid with your salary

• Paid leaves: 25 days per year;

• R&R: 5 days every 6 weeks

• Position unaccompanied

  • • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
      – Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field

• Housing: Collective taken in charge by HI
