About Horan Foundation.

HORAN FOUNDATION is a Syrian-focused non-profit organization working in Syria and countries of asylum with no discrimination. through emergency interventions, meeting their basic needs, and implementing highly competent community development programs.
HORAN FOUNDATION was established with the escalation of the Syrian crisis at the beginning of 2012 in Jordan and registered in Turkey in2014 and Switzerland in 2016, where it started as a group of friends to provide emergency humanitarian assistance in Daraa and its countryside. Since then, HORAN FOUNDATION has developed to become one of the largest organization supporting the Syrian people, through the implementation of 350 projects that helped the lives of more than 10 million beneficiaries throughout the Syrian territory and neighboring countries of asylum, and also contributed to the establishment of the Platform of Syrian Associations (Minber Suriye), one of the most important coordination platforms for humanitarian workers in the Syrian affairs. It has the membership of the NGO Forum and membership in Syrian Networks and membership in the Forum for the Voice of the displaced Syrians.

Position Summary:

Under the supervision of the Grants & Partnerships Manager, the Grants Officer is responsible for the effective management of all assigned grants. development and implementation of the Program’s fundraising strategy This involves proposal development, drafting and design, effectively coordinating the development and submission of all donor-related reports with both relevant partner and Horan Foundation staff, and help in organizing and facilitating grants management meetings. He/she ensures the quality and time-effective development of proposal for fundraising in close collaboration with the programs department and other related departments. The Grants Officer will also ensure proper filing of related documents and regularly update the organization’s grants tracker. Moreover, Help and support with Ad hoc tasks assigned by the Grants & Partnerships Manager to develop the process and formats to apply the best practice in related department.

Main tasks and responsibilities:

  • Contribute to the mapping of donors active in the region/countries, of their initiatives (calls, partners) and of their strategies and priorities, in coordination with the Horan Foundation team and in collaboration with the potential partners and donors.
  • Liaise with Horan Foundation team to get all necessary recommendations on ethical positioning towards donors and funding opportunities and for the analysis of each donor;
  • In collaboration with the program department to facilitate regular brainstorming with technical and operations teams to generate ideas for new programs in response to identified donors strategies and priorities;
  • In collaboration with technical specialists and operations teams, guarantee the connection between thematic clusters (humanitarian network’s priorities) and the Programme fundraising strategy;
  • Actively participate in the clusters work groups, humanitarian coordination meetings and other coordination platforms locally and internationally to review and design the fundraising, grants and partnerships in Syrian context and the region.
  • Plan, prepare, coordinate and lead the proposal development process
  • Support compliance to international best practices and donors’ specificities in the development of the proposals’ logical frameworks and logical models.
  • Participate directly to writing and development of all proposals and take the lead for the development of major grants and/or complex donors.
  • Provide guidance/support to the writing of projects’ proposal narratives, ensuring compliance to donors’ instructions, priorities and specificities.
  • Guarantee the completeness and final compliance of all proposal package submissions to the call for proposals’ guidelines and donors’ requirements.
  • Facilitate production and sharing of good practices over proposal development, in particular in relation to certain key donors’ specificities (value for money, etc.) and cross-cutting issues (gender, environment, protection, safeguarding, etc.).
  • Ad hoc tasks and responsibilities as per requested and necessarily.

Requirments:

  • Minimum Bachelor degree in political science, development studies, humanities, economics, business administration or related fields; post graduate degree is preferred.
  • You have at least 5 years of experience in humanitarian/emergency contexts with a significant part in proposal development and grant management, preferably in conflict and post conflict settings.
  • At least 2 years of experience in managing grant and partnerships in the Syrian context.
  • Experience in project management with prefer of having PMD-PMP certificate.
  • In depth experience in the main donors´ requirements and regulations such as ECHO, USAID, DFID and NMFA.
  • Fluency written and spoken in (Arabic& English)
  • Familiarity with the Syrian conflict and different stakeholders
  • Good knowledge of donors guidelines and compliance, including DG ECHO and Government Donor Agencies
  • Strong interpersonal and intercultural skills, as well as communication skills and a commitment to team work;
  • You have excellent organizational skills, co-ordination and transfer of knowledge;
