Position Overview

Pact seeks a Grants Manager for the USAID Advancing Youth Leadership, which will work to enhance the capacity and leadership of youth to engage in the political process, to address local development issues and to increase civic participation. This is anticipated to be a five-year activity. This position is contingent upon award.

The Grant Manager will work closely with the Chief of Party (COP) and the Director of Finance and Administration to oversee the process of solicitation, competition, award, oversight, and closure of Grants under Contract (GUCs). The Grants Manager will be responsible for the overall management and execution of the large and complex GUC portfolio, working with a large number of local entities in many provinces.

Key Responsibilities

  • Develop criteria to identify and select subawardees and for making subawards
  • Together with other technical staff, ensure that GUCs work in harmony with the project’s capacity development and networking activities
  • Develop and administer a GUC system that is compliant with US government requirements (ADS 302)
  • Conduct risk analyses for proposed subawardees
  • Ensure that subawardees are compliant with USAID rules and regulations, including environmental guidelines
  • Work with senior project staff to get USAID approval for subawards
  • Supervise grants and contracts staff

Basic Requirements

  • Advanced degree in finance, accounting, auditing, business administration, or other related field.
  • At least five years of management experience in the administration of sub-grants and/or sub-contracts for international development projects.
  • Demonstrated ability to develop and manage large civic engagement focused grants.
  • Ability to manage and oversee many sub-grants and/or sub-contracts to local entities, including preparation of the solicitation, application review, negotiation, and awards.
  • Ability to maintain the grant tracking system to ensure timely and correct execution of all grant agreements.
  • Excellent organizational skills and ability to determine priorities and meet multiple deadlines.
  • Experience working with civil society or local entities on issues related to development, democracy, and governance.

Preferred Qualifications

  • Experience with accounting software such as Serenic Navigator, ERPs, or others
  • Prior experience in a grants management function for USAID funded projects in Cambodia with budgets of at least $3M/year.
