Grants Manager, Tajikistan

ACDI/VOCA is seeking a Grants Manager for the Tajikistan Market Driven Rural Development (MDRD) project funded by USAID. The project will increase investment in the agriculture sector, improve value chain productivity, increase access to profitable markets for agribusinesses and integrate climate smart approaches into the agriculture system.

The Grants Manager will oversee the coordination, planning, implementation, and monitoring of grant activities and the $6 million Market Partnership Fund. They will manage the procurement, subcontracting, and subaward processes with technical team leads and monitor all grant and subcontract implementation activities to ensure compliance with ACDI/VOCA and donor guidelines and budget. The position is based in Dushanbe, Tajikistan.

Responsibilities

  • Develop the grants portfolio, managing grant funding and usage of funds
  • Identify potential activities and grantees that meet project objectives
  • Prepare solicitations, proposal and budget guidelines, and grant funding instructions and procedures
  • Coordinate the grantee and partner selection process (establishing selection committees, defining selection criteria, developing process documentation templates) in close coordination with technical team leads
  • Develop grant budgets, prepare cash forecasts, and monitor grant expenditures, alerting management to irregularities and recommending alternatives/best practice as needed
  • Provide compliance review of procurement, financial transactions, subcontracts, and grants
  • Participate in the preparation of responses to audit requests and donor specific reporting requirements for subawards and subcontracts
  • Review and approve payment invoices, procurements, and fund transfer requests to sub-recipients
  • Coordinate the procurement of grants-related goods and services, and work with project staff to ensure effective organization, distribution and documentation of grants
  • Monitor the grants and subawards to ensure they are supporting project goals, including the Gender, Youth and Social Inclusion Strategy
  • Collect and review the field documentation relative to reimbursement process to ensure that the financial information provided is accurate, complete, verifiable, and reliable
  • Provide monthly and quarterly reports to management on the status of the grants in terms of partnerships, amounts, disbursements, procurements, implementation, et
  • Prepare and compile close out documents for all completed grants
  • Create training tools and develops modules to help build capacity for sub-awardees, using input from ACDI/VOCA policies and procedures
  • Ensure that grants to partners support ACDI/VOCA’s gender and environmental obligations and concerns

Qualifications

  • Bachelor’s degree in international development, business, economics, or related field required; master’s degree preferred.
  • 8 years of proven experience in a senior level finance and/or grants administration position.
  • Demonstrated experience managing/supervising a team and working in collaboration with multiple stakeholders and project implementation teams.
  • Experience in institutional strengthening and of working with rural communities.
  • Thorough knowledge and experience with USAID rules and regulations, and with current standards and guidelines regarding contracts and grants.
  • Fluency in English and Russian required.
