Project Overview and Role:

Palladium is recruiting a Grants Manager for a new programme focused on facilitating a targeted and flexible mechanism to provide capacity building, non-lethal equipment procurement, technical assistance and grant (financial) support to Civil Society Organisations in Ukraine.

The programme is expected to operate out of Poland. The position may require travel to Western Ukraine if the security situation should allow.
**
Responsibilities ** • Lead programme grant management and oversight, including contracting and due diligence, operations, logistics, safety and security briefings, compliance and safeguarding, administering the release of funds.
• Assist team to ensure that programme resources are utilised in accordance with applicable Palladium and client policies and procedures.
• Manage and ensure compliance with both client and Palladium regulatory and governance systems affecting grants and contracts for all funds and grantees.
• Provide oversight of non-lethal equipment procurement processes, in line with both Palladium and client procurement procedures
• Manage ongoing MREL of grantees.
• Manage programme narrative reporting requirement related to grant administration and CSO selection where requested.
• Manage grantee (CSO) selection processes where required and in line with client requests.
• Ensure the effective start-up and close out of all grants;
• Support CSOs in finalising project proposals and budgets, and to monitor and report on grantee activities;
• Develop and manage subaward solicitation processes, and train relevant CSO partners on management and monitoring subawards

Required Qualifications:Required expertise** •Significant experience in the management of grants within a project or organisation
•Demonstrable familiarity and experience with Polish requirements in the management of project contracting, grants and financial compliance.
•Excellent written and spoken English and Polish
•Confidence in drafting and negotiating contracts.
•Good knowledge of basic legal principles associated with contracting and granting.
•Familiarity with common regulatory and governance issues affecting grants and contracts in the international development sector.
•Experience of implementing or strengthening processes to improve efficiency.
•Good understanding of business processes including the outsource of procured services.
•Previous experience in partnership management.
•Experience of and strong abilities in financial administration.
•Ability to work effectively in a highly collaborative team. **
Desired expertise **The following will be considered an advantage:
•Experience of working on a donor-funded international development programme, especially a bilateral programme funded by the UK government.
•Ukrainian and Russian language skills
