Background:

NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Livelihoods and Food Security, along with Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.

Jordan hosts nearly 670,000 registered Syrian refugees, on average they have lived in in Jordan for over seven years. Often cited as amongst the most welcoming environment for refugees in the region, over the years, Jordan has put in place a myriad of progressive policies in support of refugee presence in the country. Despite tremendous efforts and goodwill from the Jordanian population, its government and the international community, over the past decade, effective progress has been limited. Since the border with Syria re-opened in October 2018, 7% of Syrian refugees have returned and no more than 1% resettle annually. In addition, there are nearly 90,000 refugees of other nationalities residing in Jordan and registered with UNHCR, who have quite a different set of needs than Syrian refugees.

Job Purpose

As the Grants Manager you will contribute to achieving quality programming by leading the facilitation of effective grants management across NRC Jordan and is responsible for ensuring the compliance and minimum standards for all NRC Jordan grants. This includes, but is not limited to, internal and donor compliance requirements, timely and quality proposal development, grant revisions and reporting, and leading on internal and external grants-related communications as delegated by the Head of Programs or Head of Program Support Unit.

You will also participate in the NRC Jordan fundraising strategy and support responsible growth of the grants portfolio whilst minimizing risks of disallowances, with the ultimate responsibility to support key mandatory activities under NRC’s Project Cycle Management (PCM) framework and contribute to a culture of accountability and high performance.

As the role holder, you will also have direct line management of a Grants Coordinator and Government Liaison Coordinator. There is also a Grants Officer, who is overseen by the Grants Coordinator.

What you will do

  • Liaise and collaborate with relevant local and national authorities, key stakeholders and local implementing partners as well as representation with donors
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database – forthcoming)
  • Be updated on donor priorities, trends (such as interest in cash-based interventions) and track and share relevant calls for proposals
  • Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations
  • Contribute to continuously improving internal grant management systems
  • Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing
  • Coordinate the development and distribution of internal reports and support external donor audits
  • Contribute to PCM trainings and usage of the NRC PCM framework in the Country Office as delegated by the Head of Programme.

Specifically you will be responsible for;

  • Funding Identification and Proposal Development i.e. Project Cycle Management (PCM) and proposal development. This will include leading and overseeing all PCM processes, including the Go/No Go, proposal planning and development meetings, Grant Opening Meetings (GOMs), budget development with relevant stakeholders, Project and Core Competency Review Meetings, and Grants Closure Meetings. Responsible for completion and documentation of all processes in accordance to NRC tolls and guidance
  • Grant agreement, donor reporting and monitoring and compliance
  • Administration and management – responsible for leading the development of tools and SOPs for efficient internal grants management systems, in consultation with relevant internal stakeholders, grants tacking, filing, field visits, capacity building and line management of staff

Professional Competencies required;

  • Five years of senior grants management and co-ordination experience within a large country operation preferably in protracted crises;
  • Donor relations experience with institutional humanitarian and development donors with good understanding of donor rules and regulations;
  • Proven skills and experience in quality proposal development and reporting;
  • Experience working in complex environments and with displaced populations;
  • Must have excellent interpersonal skills, strong communication with ability to find consensus and common ground in a team work environment;
  • Organized, solution oriented and able to work independently, good at time management and able to meet deadlines while working under pressure.
  • Excellent written and oral communication skills in English, knowledge of Arabic language is an asset
  • Knowledge of the context in the Middle East and Jordan in particular is an asset

Additional Information:

Duty Station: Amman, Jordan

Duration of contract: Fixed term 12 months, full-time, in accordance with local labour laws.

Grade 8 in NRC’s grading structure

Travel: Upto 15% domestic

Reporting line: Head of Programme Support Unit
