Grants Manager – Clean Cities Blue Ocean

The USAID-funded Clean Cities Blue Ocean project in USA, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Grants Manager. This position will be located in the main office in Arlington, VA with consideration of remote, US-based locations.

The CCBO activity is a five-year initiative of USAID which will serve as USAID’s flagship program to target ocean plastics directly at their source in cities and towns. The project works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities.

The role of the Grants Manager is to lead the implementation of the project’s Grants under Contract (GUC) activities under the supervision of the Deputy Chief of Party (DCOP) and in collaboration with the Project’s technical team. The Grants Manager is responsible for managing the entire GUC portfolio in compliance with USAID’s and Tetra Tech’s procedures and policies governing Grants under Contract by supporting and building the capacity of Grant Specialists in each country with selecting, managing, monitoring, and closing out a portfolio of grants. In total, CCBO will implement $10 million in grants across all countries. Duties include:

* Ensure compliance with Tetra Tech and USAID GUC management policies and procedures. Field regulatory questions from country teams and request CGP Manager support in the interpretation of regulations.

* Support a team of Grant Specialists in each country to ensure consistent implementation of grants

* Coordinate with USAID on the submission of all draft Grant Packages and lead the response to questions and comments.

* Develop annual, quarterly, and monthly projections in coordination with country Grant Specialists and Finance Specialists. Monitor and manage grant finances to ensure timely spending of funds and report progress to the DCOP and Tetra Tech Home Office.

* In coordination with the Tetra Tech CGP Manager, support the use of the Tetra Tech Grant Portal (hosted on Salesforce) to approve grants, and grantee reports, and track overall progress. Provide training and troubleshooting to staff on the use of the Grant Portal.

* Closeout grants in accordance with the grant manual procedures and policies.

* Perform other duties as assigned to support CCBO objectives.

Qualifications:

* Bachelor’s degree in relevant field; Masters preferred.

* At least seven years’ experience in operations, administration, or project management on USAID-Funded programs, preferably with Grants Under Contract (GUC) components.

* In-depth knowledge of USAID assistance (grant) rules and regulations, knowledge of Grants under Contract desirable

* Ability to travel within to CCBO’s countries up to 40% of the time (COVID restrictions permitting)

* Proven capacity building and training skills

* Excellent project management skills and proven track record facilitating solutions to problems

* Excellent communication and teamwork skills

* Ability to work under pressure, meet tight deadlines, and coordinate across multiple countries (including those in Asia).

* Budgeting, financial, and auditing experience desirable.

* Must be comfortable working in a fast-paced and sometimes intense work environment.

* High level proficiency of MS-Office applications and databases; experience with Salesforce desirable.

* Ability to work in the US without employer sponsorship.
