Supervisor: Business Development and Grants Manager

Location: Kyiv, Ukraine (with possible travel to Lviv, Dnipro and Odessa or other Regions)

Starting Date: Asap

Duration: 12 months

Conditions: Employment contract, gross monthly salary €4,000 Gross/month, medical insurance and repatriation insurance and accommodation provided. Visa fees covered. Contribution to the luggage transportation up to €250. R&R (7 days) every 12 weeks with an allowance of €1,000. Annual leave of 25 days per fiscal year.

Context in Ukraine

The escalation of the conflict in Ukraine has prompted a large-scale humanitarian crisis, causing more than 18,000 civilian casualties. Almost 8 million people (86% of whom are women and girls) have fled the country and approximately 5.9 million are internally displaced (67% of whom are women and girls). Numerous waves of missile attacks on urban centers left dozens of civilians dead or injured, and key infrastructure, including 50% of Ukraine’s power stations, damaged. According to the Ministry of Energy, these missile attacks left millions of people in Ukraine without electricity, water or heating. As a result, a large segment of the population is struggling to meet their basic needs. In the Humanitarian Needs Overview from January 2023, OCHA estimated that 17.6 million people – representing more than 25% of the population in Ukraine – would require assistance in the months ahead.

CARE UKRAINE

As a new actor in Ukraine, CARE prioritizes a locally led response and is partnering primarily with Civil-Society Organizations (CSOs), National NGOs, local authorities, and INGOs with a longstanding presence in the country and access to hard-to-reach areas. CARE Ukraine deliberately and strategically prioritizes partnerships with local and national Women-Led and Women’s Rights organizations (WLOs/ WROs), who are at the forefront of the response, in order to strengthen their voice and leadership in the overall humanitarian response and decision making. By January 2023, CARE Ukraine has established partnerships with fourteen local/national organizations (including six WLOs/WROs). As a result of these partnerships, over 600,000 people have been reached across Ukraine, including in areas along the line of contact. CARE Ukraine has four established offices in Kyiv, Lviv, Dnipro and Odessa and is currently in the process of opening additional field antennas.

Position Summary:

Reporting to the Business Development Manager the Grants Development and Reporting Senior Officer will be part of a dynamic team, pulling together reports and proposal submissions. In collaboration with the Program Teams, Program Quality Team, Program Support Team, and headquarter counterparts at CARE Germany, the Grants Development and Reporting Senior Officer provides support to the Country Office in terms of business development, donor’s reporting, proposal development and other funding-related issues, as well as support the management of secured restricted funds to ensure compliance with external donor requirements and internal CARE policies and procedures.

Roles and Responsibilities

Business Development, Partnerships and Resource mobilization:

  • Research, track and analyze humanitarian and development donor and funding tends for Ukraine.
  • Support with desk research and input into the development of country level donor mapping and resource mobilization strategies.
  • Monitor funding pipeline and support fund raising planning and forecasting.
  • Ensure funding opportunities are maintained and tracked in the funding opportunity tracker.
  • Provide analysis, briefings and portfolio summaries for team members and Senior Management attending donor meetings.
  • Support the preparation of high-quality information materials for team members, Senior Management and CMPs attending donor meetings.
  • Summarize key donor policies, strategies, and papers as relevant.

Proposal/Concept Development, management & compliance assurance:

  • Summarize donor calls, analyze donor requirements, and share information with relevant staff to support the CO Go-No-Go appraisal and decision-making process.
  • Conduct desk research and summarize findings in order to inform and prepare inputs to the proposal development process.
  • Ensure adherence to relevant donor requirements/compliance, international principles and standards and CARE’s Programming Principles.
  • Support the planning, development, editing and formatting of proposals in coordination with the relevant staff.
  • Support members of the team working on key bids to compile and coordinate inputs from across the organization, draft teaming agreements, proposal development timelines and draft key documents or annexes including past performance summaries and organizational curriculums.

Reporting and Documentation:

  • Ensure reporting deadlines are maintained and tracked in the reporting tracker.
  • Issue alerts and propose solutions by anticipating more complex reporting periods.
  • Coordinate the consolidation of donor reports based on input from the Program Teams, Program Quality Team, Program Support Team.
  • Support the review of reports for quality control and ensure compliance with donor requirements and procedures.
  • Support the consolidation of monthly internal program progress reports based on input from program managers, including tracking progress on program indicators and reporting on key program highlights/issues and lessons learnt.
  • Ensure that reports (narrative, financial, logistical, etc.) are submitted on time and in accordance with donor procedures.

Qualification and skills

Essential

  • Master’s degree in Humanitarian Studies, Political or Social Sciences, International Relations, or equivalent; or
  • Bachelor’s degree with one year of relevant professional experience.
  • English proficiency
  • Excellent analytical and research skills.
  • Highly capable of writing to a high standard in English and producing reports and materials for various audiences.
  • Strategic minded person with good analytical skills and ability to bring different strands of information together and determine their relevance for the organization.
  • Excellent interpersonal skills, ability to work in a team and time management skills.
  • Ability to be flexible, work under pressure and prioritize workload according to changing needs and deadlines.
  • Enthusiastic, pro-active and a strong desire and willingness to learn.

Desirable

  • Familiarity and experience in the international development sector.
  • Overseas experience within humanitarian and development contexts
  • Knowledge of large institutional donors
  • Proposal development experience.
