Position Summary.

The WOS Grants & Reporting Writer Manager (GWM) will report directly to the WOS Deputy Country Director for Program Quality and Development. The position will have a key role in the development and submission of RI’s new programs and donor reporting including but not limited to the development of concept notes and proposals according to the established standard procedures and donor guidelines. The GWM will work closely with the relevant WoS technical advisors and support function focal points in Amman and the hub’s key leadership focal points (programs and support functions), in addition to the regional and headquarter Program Development/grants focal points to perform his/her tasks. with support from the DCD-PQ, the GWM will also be providing capacity building to program and grants focal points in the hubs in the proposal and report writing for both RI and partners.

ESSENTIAL RESPONSIBILITIES AND DUTIES

New Business Development

  • As designated, and under the direction of the Country Director and DCD-PQ, consultation/input from Technical Advisors for programs, MEL, Operations, Finance, HR and security managers, and engagement with the hubs key focal points for programs and operations, region and HQ focal points, the GWM will lead the design and drafting high-quality full Concept Notes and proposals (proposal narrative, budget, and other required annexes) to be presented to donors, in addition to leading on pre-award internal/external due diligence processes.

  • When designing projects, the GWM to ensure reflection of RI and donor strategic objectives, gender, protection, and accountability in addition to ensuring projects are operationally viable and accurately reflect the cost of doing business.

  • Ensure proposals and concept notes are developed in a timely manner and with realistic deadlines, and that these are communicated and understood by stakeholders both internal to the office as well as the region and HQ.

  • Coordinate both internally and externally, to ensure that prior to submission all proposals are reviewed and approved by management and HQ, as appropriate.

  • Lead on the pre-award modification of programs in response to changing contexts and implementation realities ensuring RI and donor regulations are applied throughout the process.

  • Support the Grants Manager on post-award modification of programs, with a particular focus on technical narrative revisions.

  • Support the DCD-PQ and CD in tracking funding opportunities, including calls for funding progress of proposals, submission deadlines, financing available. Ensure all appropriate donor and RI proposal formats are available in the country.

  • Support the finance team with budget development and ensure consistency with program planning.

  • Together with finance, program, and operations focal points, support to Value for Money (VFM) initiatives across RI Syria.

Technical Experience for Reports writing

  • Maintain an updated calendar of project report obligations.

  • Follow up with the Heads of programs, technical advisors and MEL and other support function focal points the progress of project implementation and the collection of data according to the means of verification;

  • Coordinate the collection of information and lead the draft of donor reports, including required annexes.

  • Maintain and update the online shared Project Management tool on regular basis with the implementation progress, including the online progress reports. Share the information with SMT and Regional focal points.

  • Coordinate with the Advocacy and communications manager to ensure quality success stories are included in the donors’ reports.

Technical Experience for Capacity building

  • Provides remote and in personal capacity building in Amman and the hubs to RI staff and local partners as needed:
  • Supported by the DCD-PQ and Deputy Hub team leaders, and in coordination with the program teams (RI and partners), organize workshops for Project Cycle Management, including all the tools required.
  • Supported by the DCD-PQ, Regional Awards Manager, and compliance focal points, delineate workshops for donor guidelines, regulations, and strategies to the program and operation staff (RI and partners).
  • With support from the DCD-PQ, the GWM will also be providing capacity building to program and grants focal points in the hubs in the proposal and report writing (SWOT, Assessment, Logframe, stakeholders analysis, etc.). (RI and partners)

QUALIFICATIONS & SKILLS REQUIREMENTS

This position will require a demonstrated ability to achieve results in a demanding and fast-paced environment.

  • This position demands a dynamic low maintenance individual with a demonstrated ability to achieve results in a demanding and fast-paced environment.
  • An academic qualification, at a Masters’s level or equivalent in development studies, social sciences, etc. Extensive funding and grant management experience may compensate for the lack of a master’s degree in a relevant subject.
  • Minimum 5 years experience with program development, funding, and/or grants management, preferably in a complex humanitarian environment.
  • Successful track record with reporting and proposal development including narratives, budgets, and results-frameworks.
  • Proven experience with networking, donor relationship building, and coordination.
  • Strong communication and coordination skills across organizational functions.
  • Fluency in written and spoken English. Proficiency in Arabic is an asset
