About the Position

In anticipation of USAID/ Innovative Design, Execution, and Acceleration Support (IDEAS) contract, Dexis is looking for Grants and Program Manager (GPM) candidates to perform the anticipated work. The purpose of the Innovative Design, Execution, and Acceleration Support (IDEAS) contract is to provide design assistance, technical expertise, and administrative support that will bolster USAID and implementing partner efforts to execute open innovation programs. The IDEAS contract will also accelerate the resultant innovations for increased uptake in appropriate markets or contexts. In addition, the IDEAS contract will disseminate knowledge within USAID and the development community on open innovation best practices, successes, and lessons learned from both the innovations themselves and the programs supporting them.

The Grants and Program Manager (GPM) will provide grants delivery and management oversight for Grants Under Contract. The GPM will provide oversight to grants under contract. The GPM will guide the apparent awardees through the pre-award process, develop work plans and grant milestones, and ensure that all grantees achieve objectives laid out in their work plans and achieve related milestones. The GPM will provide financial, contractual, and operational leadership and support to the grantees, ensure contract compliance, and liaise with USAID on issues related to grants management. The GPM will ensure that all project activities are implemented in accordance with the USAID policies and regulations. The availability of the position is contingent upon award to Dexis Consulting Group. Selection of final applicant is subject to USAID approval.

Responsibilities

  • Contribute to the engagement of external audiences and to communicate open innovation program results and impact.
  • Contribute to the design, execution, and acceleration of open innovation programs.
  • Oversee all grants related activities such grant administration policies, procedures, systems, and all documentation. S/he will advise and implement best practices and ensure controls for all grants.
  • Work closely with project team and HQ to ensure a transparent process for the entire grant life cycle from pre-award management, tracking payments, reviewing, or producing relevant reports, monitoring and post-award management.
  • Contribute to reviewing, negotiating, and approving grant awards and work with program staff to develop and maintain all grant agreements.
  • Stay abreast of USG rules and regulations applicable to the management of contracts and procurement (FAR, AIDAR, ADS, CFR).
  • Perform related work as assigned.

Qualifications

  • Minimum of five (5) years or more of progressively responsible work experience in managing a large portfolio of grants.
  • Bachelor’s Degree in business administration, public administration, public policy, or a related field.
  • Demonstrated experience in managing a large portfolio of grant awards to small and medium size enterprises.
  • Working knowledge of FAR, AIDAR, Foreign Affairs Manual (FAM), and Department of State Standardized Regulations (DSSR).
  • Understanding of Cost Reasonableness – Cost Principles and Audit Requirements for Federal Programs.
  • Strong problem-solving and negotiation skills as well as exceptional customer support (both internally & externally).
  • Sound business judgment and demonstrated ability to provide contractual oversight by identifying and presenting to management program issues and providing solutions.
  • Excellent organizational skills with a willingness to take initiative.
  • Ability to manage and prioritize tasks with multiple deadlines.
  • Excellent oral and written communications skills.

Preferred Requirements:

  • Master’s degree.
