Introduction and Background

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs). Along with implementing policy and institutional reforms, the proposed grant program will include three separate projects, in alignment with Indonesia’s own development priorities: • The $350 million Advancing Transport and Logistics Accessibility Services Project (ATLAS), which aims to improve transport planning and preparation in target provinces by preparing, structuring, procuring, and delivering support to sub-national governments.

• The $95 million Financial Markets Development Project (FMDP), which will address the root causes of underdeveloped project financing market and capital markets by building capacity for and mobilizing green finance and other blended finance mechanisms.

• The $136 million Access to Finance for Women-owned / Micro-, Small and Medium Enterprises (MSME) Finance Project, which aims to increase lending from formal financial service providers to MSMEs and women-owned MSMEs in the target provinces by gathering and analyzing MSME financial and technical performance data as well as providing technical assistance, digital and financial literacy training, and other demand-driven business development support.

The FMDP will focus on the national level while the ATLAS and MSME Finance Projects will be implemented at the sub-national level in the North Sulawesi, Riau, Riau Islands, Bali and South Sumatra provinces. The Government of Indonesia has established an Implementation Independent Agency, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

Position Objective

The main function of the MCA Grants and Partnerships Lead is to lead the Grants and Partnerships teams to ensure that the MCA Entity and its grantees comply with the Program Grant Guidelines (PGG) and the terms and conditions of Grant Agreements.

Tasks and Responsibilities

  • Lead the Grant and Partnerships team in the MCA Entity and ensure that all the duties assigned to the MCA Grants and Partnerships Lead in the Program Grant Guidelines (PGG) are carried out.
  • Ensure that use of a Grant Program is well explained, justified and approved by MCC.
  • Organize, in collaboration with relevant Sector Leads, market research to identify the type and range of entities whose mission, programs or activities align with the MCA Entity and help to identify the scope of eligible entities for a particular Grant Program, or other nonfunded partnership opportunities.
  • Organize and deliver outreach events to generate interest in opportunities for Grants and non-funded partnership opportunities.
  • Review and submit any requests to waive a provision or provisions of the PGG for a particular Grant Program.  Ensure that accurate Grant data is captured and entered into MCC-MIS.
  • Engage with the Sector Leads and others within the MCA Entity early in the process to develop a strategy for implementing a Grant Program, identify appropriate Grant Award Procedure(s), and gain approval of Grant Programs.
  • Coordinate and expedite the preparation of Grant solicitation documents Concept Papers/Notes (CFCPs), Notice of Funding Opportunities (NOFOs) and Requests for Applications (RFAs) as appropriate.
  • Approve all written plans developed by the MCA Entity for Co-Creation and coordinate MCC approval when required.
  • Conduct screening of Proposers and Applicants for eligibility by conducting eligibility checks of entities and proposed Grant Activities.
  • Review and approve, as required, draft announcements for Grants, proposed solicitation documents for Grants and proposed total funds available for Grant Awards that are developed by the Sector Leads or others to confirm consistency with the approved Grant Program, the approved Grants Schedule and the requirements set out in the PGG.
  • Communicate with Proposers or Applicants when the Merit Review Panel, Selection Committee, or experts conducting Capability Risk and Grant Budget Assessments request additional information during their review of Proposals or Applications.
  • Monitor all Discussions, Co-Creation and negotiation meetings with potential Grantees.
  • Approve proposed members of the Merit Review Panel and Selection Committee. Seek and ensure MCC approval of Selection Committee and of the Merit Review Panel when required.
  • Ensure, with support from the Legal and Institutional Affairs Lead, that each member of the Merit Review Panel and Selection Committee is cleared of Conflicts of Interest.
  • Review and approve, as required, Grant Award documentations including, but not limited to, requests for clarifications, amendments to Grant announcement documents and RFAs, Merit Review Advisory Reports, Capability Assessment Reports, Grant Budget Assessment Reports, Selection Committee Concept Selection Reports, Selection Committee Grant Award Reports, other relevant reports.
  • Ensure that the Selection Committee Concept Selection Reports and the Selection Committee Grant Award Reports include all the necessary documents, and the record is accurate and complete, and that the reports are signed by the members of the Selection Committee.
  • Monitor and ensure, with the support of the relevant MCA consultant staff, that the proposed Grant Budgets are free of ineligible costs as defined in MCC’s Cost Principles for Government Affiliates.
  • If Cost Share is required for a particular Grant Program, prepare the rationale for its determination and ensure that it is accounted for in every proposed Grant Budget.
  • Prepare Memorandum of Negotiation when the Selection Committee agrees to accept changes to the terms and conditions of the proposed Grant Agreement.
  • Debrief, upon request, any entity whose Concept Paper, Concept Note or Application was rejected or was not selected for Grant Award.
  • Liaise closely with the relevant Sector Leads and other MCA Entity agents and consultants on all phases of the Grant award, administration and management processes.
  • Manage all aspects of implementing a Grant Program in accordance with the terms of his/her position description and the responsibilities set forth in the PGG.
  • Review and approve, as required, reports submitted by Grantees.
  • Review and submit requests for MCC approval, as required in the PGG, to modify a Grant Agreement.
  • Ensure in collaboration with the relevant Sector Leads that any branding and marking requirements of MCC funded assistance are met.
  • Review claims submitted by Grantees; ensure that any claims that have been submitted by Grantees are received processed.
  • Prepare and file in coordination with the relevant Sector Lead(s), the Contractor Past Performance Reports (CPPRs) of the Grant Manager, if procured.
  • Ensure proper grant documentation, and knowledge storage and sharing through-out the grant cycle.
  • Lead the Grant Closeout Process with the Grant Manager, relevant Sector Leads and consultants.
  • Support the development and implementation of non-funded partnerships with a wide range of actors to increase the reach and impact of compact programs, including but not limited to memoranda of understanding and other agreements with partners.

Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

  • University degree in business administration, public administration, finance, law, international development or related field (advanced degree preferred).
  • Fifteen (15) or more years of relevant professional experience, including at least eight (8) developing and managing large international Grant Programs ($1 million and above), five (5) of which is in a lead management role.
  • Experience working with or for international financial institutions, international NGOs or foreign assistance organizations such as the Gates Foundation, the World Bank, the African Development Bank, the Asian Development Bank, the European Union or MCC /MCA preferred.
  • Proven management skills and managerial experience in activities related to grants management and administration.
  • Demonstrated ability to coordinate and collaborate with numerous distinct domestic and international stakeholders and counterparts in overseeing, prioritizing, monitoring, ensuring quality, and reporting on grant activities.
  • Familiarity with international best practice in grant making.
  • Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint, Project). Superior organizational and time-management skills.
  • Strong supervisory and mentoring skills.
  • Strong interpersonal skills evidenced by demonstrated capability of building and maintaining productive relationships and working collaboratively with a range of actors and stakeholders, including government officials, private sector partners, international donors, contractors, and counterparts.
  • Must demonstrate from previous work experience the ability to collaborate effectively with peers as well as work across departments or divisions.
  • Capability to work with a minimum of supervision, act decisively, and make independent assessments and decisions.
  • Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint)
  • Oral and written fluency in Indonesian and in English.
  • Willingness to undertake regular field visits and interact with the different stakeholders.
