Norwegian Refugee Council

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners.

General Responsibilities:

  1. Adherence to NRC policies, guidance and procedures and consideration of NRC global and regional strategies when executing functions related to this role
  2. Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database – forthcoming), including those coming from partners
  3. Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control over the projects implemented in partnership
  4. Contribute to the development and revision of funding proposals, budgets and donor reports, as well as corresponding partnerships documentation and programs
  5. Be updated on donor priorities, trends (such as interest in cash-based interventions) and track and share relevant calls for proposals, along with partner mapping
  6. Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations
  7. Contribute to continuously improving internal grant and partnerships management systems
  8. Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing to the NRC and Partners’ teams
  9. Coordinate the development and distribution of internal reports

Specific Responsibilities:

  • Prepare reports for donors, partners, government on program progress, ensuring all reporting requirements of donors are delivered on time and in a quality manner, including supporting flow of reports from partners
  • Support Grants and Partnerships Manager and Head of Programme by responding to information requests, drafting success stories, and monitoring and reporting on the impact of the various core competency programs.
  • Ensure quality of program writing, including program activity plans, reports and informal updates from NRC directly implemented programs and from the partners.

General Professional competencies for this position:

  • University degree in relevant discipline
  • Between 3-5 years of relevant experience within field of expertise
  • Relevant experience from the project management in the humanitarian sector
  • Experience from working with humanitarian and development donors
  • Good understanding of donor rules and regulations
  • Skills and experience in report and proposal writing
  • Strong communication, coordination and interpersonal skills
  • Strong analytical skills (data and financial)
  • Ability to mediate in high-stress scenarios with competing interest

Duty station: Warsaw, Poland
