About the role

Position: Grants and Contract Manager

Location: This project will primarily base from Kyiv, Ukraine but Crown Agents will work where possible to accommodate staff’s individual circumstances.

Timings: 20.06.22 – 31.03.24

Background:

Crown Agents has recently been appointed as the UK Foreign, Commonwealth and Development Office’s (FCDO) provider to deliver their programme entitled ‘Support to Civil Society’ in Ukraine. The project will be a flexible, adaptive and scalable tool to enable the FCDO to scale up its funding to Ukrainian civil society in order to ensure an enduring voice for the Ukrainian people and support the resilience of CSOs through what could be a protracted conflict. The overarching objective is to improve the capacity, capabilities and resilience of Ukrainian CSOs through three workstreams:

  1. War Crimes and Accountability – Building the capacity of CSOs to support coordination, victim support and advocacy
  2. Increasing Resilience of CSOs – Providing capacity-building training, equipment (medical, comms, PPE) and psycho-social support to CSOs to enable them to operate more safely and securely in the current conflict environment.
  3. Working With Marginalised and Excluded Groups – Including Women and Girls – Leaving No One Behind.

The project will enhance the resilience and capacity of Ukrainian CSOs so that they can survive through to a post-war environment and later thrive to take part in the rebuilding of an independent and democratic Ukraine by programming funds across the three workstreams between June 2022 and Mar 2024.

Scope of Work:

  • Working with the Team Leader, Project Director and the client, contribute to the design of the governance and management processes which facilitate award decisions.
  • Assist with the commissioning, testing and deployment of the Grants Management System (TouchStone)
  • Providing administration to a high standard across the grants cycle using the Grants Management System, including, receiving applications, producing acknowledgements, monitoring and tracking grant reports.
  • Serve as focal point for all applicants and respond to inquiries regarding submissions.
  • Take responsibility for adapting the grants manual which governs the fund, working with the broader team to design workflows and develop a matrix of responsibilities.
  • Ensure that calls for concepts/proposals are actioned in line with the project plan.
  • Work with the Crown Agents legal team to ensure that contract templates are adapted for use on this project and are fit for purpose.
  • Coordinate technical appraisals of grant applications, using specialists contracted under the short-term technical assistant pool as required.
  • Ensure that feedback and lessons learned on the grants management process are considered and where possible effecting process changes to improve or streamline the grant management cycle.
  • Ensure that project documentation is archived on the Crown Agents sharepoint system
  • Work with Communications and Awareness Officer to advertise and promote the fund and specific calls.
  • Provide up-to-date and accurate contracting and payment information to the Finance Officer for forecasting and budget control.
  • Contribute to project deliverables such as the inception and annual workplans, quarterly reports, budget reports, etc.
  • Any other duties as directed by the Team Leader

About you

Requirements:

Essential

  • At least 5 years of experience in grants management for development donors and implementing partners (NGOs, contractors, etc.)
  • Previous experience working with Ukrainian civil society
  • Advanced degree preferred in international development or related field
  • Strong organizational and communications skills
  • Good working knowledge of Microsoft Office (Word, PowerPoint and Excel)
  • Proactive and flexible with ability to multi-task
  • Fluency in English

Desirable

  • Previous experience working with the UK Foreign, Commonwealth and Development Office
