Background

NRCs Field Operations’ department overall global responsibilities include: a) global programme development and policy setting, b) overall preparedness and emergency response capacity, c) monitoring, assessment and start-up of new emergency programmes/ country operations, d) strategic and operational direction on security risk management and crisis management and e) strategic development and oversight of regions.

The FO department in Head Office includes three sections and the Unit (Strategy, Information and Support) where this position sit. The Strategy, Information and Support Unit currently employs five staff with focus areas such as finance, administration and strategy, in addition to the Grants Adviser.

The department at Head Office level leads external projects which is a mix of programme development at global level, including thematic areas such as humanitarian negotiation and protection from violence, education including EdTech and the Better Learning Programme, innovative approaches such as digital development and cash, livelihoods and economic inclusion.

Annually the Department in Oslo manages a range of projects from both institutional donors and private foundations, such as EU/ECHO, NMFA, Norad, Sida, UN Donors, IKEA foundation in addition to private and corporate funds.

Role and responsibilities

The purpose of the Grant Adviser role is to implement the delegated responsibility from the Head of Strategy, Information and Support unit, through supporting budget holders/project managers in grant management of external projects in accordance with NRC policies and procedures, perform compliance control for FO managed projects and provide support to the management of NRC’s Innovation Fund and private funds.

The Grants Adviser is responsible for providing technical assistance and support to maintain funding relations with existing Field Operation’s donors and develop funding proposals with potential new donors and provide support to NRCs Innovation Fund supported by the Hilton Foundation.

  1. Assist with developing new funding proposals in line with the Field Operations strategy and priorities, including summarising key information on donor requirements and compliance standards and following up on the application of these in the projects.
  2. Stay updated on relevant global donor trends, priorities and opportunities including keeping an overview of potential funding opportunities for Field Operations Head Office.
  3. Support project managers and budget holders by providing input and guidance when drafting funding proposals and reports to donors.
  4. Coordinate and take overarching responsibility for delivery of timely, quality inputs for each project from proposal, revision, and final reporting.
  5. Further develop Field Operations Head Office’s donor work, including contributions to quality improvements in donor submissions as well as improved adherence to donor rules and regulations.
  6. Capacity building of relevant department staff in grants management and improve grant management through documenting, analysing and share learning.
  7. Maintain overview over all grants, relevant donor requirements and application of these to the projects managed by the department, internal and external deadlines, aligned to the global project management system.
  8. Responsible for updating NRCs grants management portal with information relevant to the department projects implemented.
  9. Proactively reach out to budget holders, project managers and other relevant staff including supporting and coordinating from a Head Office perspective, contributions to donor inquiries linked to the projects managed from FO.
  10. Support the NRC Innovation Fund processes (i.e., application, selection and reporting process) including communication with recipients.

What we look for

  • University degree or equivalent qualification, preferably at master degree level
  • 3 to 5 year of work experience from a humanitarian/development organisation and/or from a donor administration, either at Head Office/capital or field/embassy level
  • Documented results within administration.
  • Experience with successful project management including proposal and report writing.
  • Knowledge of Project Cycle Management, especially the logical framework approach.
  • A highly conscientious, service minded and structured person with strong planning skills.
  • Excellent interpersonal and communication skills.
  • Fluency in English: excellent written skills are required.

Context related skills (ideal):

Knowledge and experience desired for this position:

  • Prior experience with the following institutional donors is desirable: EU (INTPA/DEVCO and ECHO), UK donors, BHA, UN donors
  • Experience with international foundations and other donors is an advantage, including the IKEA foundation.
  • Prior experience with competitive application processes from the donor side is desirable.
