Summary Of Position Function

The primary responsibility is to support finance manager in grant reporting, budget monitoring and auditing.

Primary Responsibilities

  • Assist Finance Manager with overall grant management to ensure the operation is in accordance with the rules and policies of WCS and compliance requirements of donors
  • Coordinate for the grant code request and modification with the parties involved, including program team and regional team and update the China ongoing grant database.
  • Maintain accurate records of grant agreement, budget, donor-specific regulations and reports.
  • Initiate grant kick-off meeting with parties involved
  • Monitor the WCS China grants through the life cycle in terms of expenditure, budget variance and donor compliance, grant close-out procedure and ensure the program team has the same understanding
  • Prepare grant financial reports in timely manner and liaise with the regional team if needed
  • Support grant external / internal audit
  • Other tasks assigned by Finance Manager

Specific Responsibilities For EU

  • Review payment request of EU advance payments to subgrantees
  • Provide support to program team on financial management of EU grants
  • Review quarterly and annual financial reports of subgrantees as well as the supporting documents, and prepare the consolidated financial report
  • Liaise with regional EU management team on grant finance and compliance issues
  • Assist Finance Manager on grant annual audit

Qualification Requirements

  • Bachelor’s degree or equivalent in finance, accounting or equivalent field is required.
  • Sound knowledge of accounting fundamentals
  • Fluency in both written and oral English is required.
  • A minimum of 5+ years working experience in finance, or accounting or relevant experience in a highly computerized environment is required
  • Experience with financial systems / finance modules of enterprise resource planning (ERP)such as Oracle, SAP is desired
  • Experience working with International NGO is highly desirable.
  • Knowledge of compliance and reporting requirements of EU funded project is preferred
