Government Partnership Tech Lead, Armenia**

ACDI/VOCA is seeking a Government Partnership Tech Lead for an anticipated economic foundations program in Armenia funded by USAID. This activity will strengthen key economic actors within both the public and private sector to exercise economic stewardship and ultimately build a resilient Armenian economy.

The Government Partnership Tech Lead will work with government actors (local, regional, and international) to build partnerships that support investment, competitiveness, and inclusiveness. The program is anticipated to start in 2022 and this position will be based in Armenia.

Responsibilities

  • Identify and nurture local, international, and multi stakeholder partnerships that will advance overall program objectives
  • Work with program technical teams to adaptively achieve technical objectives
  • Provide leadership in identifying inclusive market development opportunities, understanding evolving market trends, conducting targeted research on new/potential market channels, business models, or partnerships
  • Collaborate with multiple stakeholders, government officials, financial institutions, project staff, and/or donor agencies
  • Develop public sector partnerships related to further transportation, infrastructure, and logistics (including digital connectivity)
  • Design innovative approaches to optimize investment in the operation and maintenance of markets
  • Implement a communication strategy to share success stories and lessons learned
  • Contribute written input to program planning and reports
  • Communicate program results to program staff, donor representatives, partners, and other relevant stakeholders to enable data and experience-informed decision-making

Qualifications

  • Bachelor’s degree in business, economics, or relevant field is required; master’s degree is desired.
  • Minimum 7 years of experience implementing projects in partnership building, policy, business administration, industrial engineering, or related field.
  • Knowledge of and experience with USAID and/or other international Donor programs’ rules and regulations is required.
  • Experience working on facilitative approaches with public actors is preferred.
  • Experience working in Armenia preferred.
  • Fluency in English required; Armenian preferred.
