Project Title:

Upskilling and Future-proofing human resources for health, and enhancing health governance, for Universal health coverage and better-Quality care.

Project Context:

The UFUQ project aims to strengthen the Syrian healthcare system by improving the management and harmonisation of human resources for health actors (HRH). It focuses on enhancing the business capacity of key actors and other HRH stakeholders and establishing income generation initiatives within the Upskilling and Future-proofing Healthcare institutions.

Responsibilities

The Governance and Organizational Development Specialist will play an essential role in strengthening governance capacities and promoting organizational development within the healthcare sector. Their main responsibilities will include:

  1. Governance Enhancement:
  • Conduct strategic audit for healthcare institutions, focusing on areas such as improving governance, harmonization, leadership, transparency, accountability, and stakeholder engagement.
  • Identify gaps and inconsistencies in current governance structures and processes, including recommendations for policy.
  • Develop and implement a strategic governance action plan.
  • Analyze the level of compliance with legal and regulatory requirements within the healthcare sector.
  • Provide technical and financial support to enhance legal status for healthcare institutions.
  • Provide ongoing technical assistance and guidance to institutions on implementing governance improvements.
  • Organise retreats and roundtables sessions to monitor and discuss progress in institutional reform initiatives.

2. Organisational Development:

  • Facilitate the formation of advisory committee.
  • Support the creation of an information system for HRH policy planning.
  • Manage Scholarship Program and lead all aspects of it, including application review, selection process, and provide ongoing support and guidance to scholarship recipients.
  • Coordinate with consultants regarding developing the strategic plan and following up on its implementation.
  • Facilitate strategic planning workshops with key stakeholders to define the long-term vision and mission of healthcare institutions.
  • Develop and implement organizational development plans tailored to the specific needs of each institution.

3. Harmonisation and Collaboration:

  • Facilitate roundtable meetings involving key healthcare residents in northwest Syria.
  • Build strong internal and external communication and collaboration mechanisms to improve overall organizational effectiveness and engagement between HRH actors.
  • Support implementing pilot activities for harmonisation and peacebuilding in HRH development.
  • Assist in developing joint standards, priorities, and operational research ethics council for healthcare workers.

4. Capacity Building:

  • Design and deliver capacity-building programs for HRH actors on topics such as Governance Principles, Strategic Leadership, Institutional Storytelling, Policy Briefing and Public Administration/Service.
  • Supervise the assessment of training needs in the field of governance and institutional development.
  • Provide ongoing coaching and mentoring to key stakeholders to ensure sustainable implementation of change initiatives.
  • Assess and recommend training needs for professional governance and institutional building within HRH actors.

5. Monitoring and Evaluation:

  • Develop and implement a monitoring and evaluation framework to track progress towards achieving governance and organisational development objectives.
  • Collect and analyse data on key performance indicators to measure the effectiveness of interventions.
  • Prepare reports and presentations summarizing findings and recommendations for continuous improvement.

QUALIFICATIONS & REQUIREMENTS:

  • Master’s degree in Public Administration, Public Health, Organisational Development, or Business Administration, with a strong understanding of good governance principles.
  • Minimum 4 years of experience working in organizational development and capacity building within the healthcare sector in northwest Syria.
  • Demonstrated experience in designing and delivering capacity-building programs.
  • Understanding of the context in northwest Syria is a must.
  • Fluency in Arabic and English is essential.
  • Proven expertise in conducting organizational assessments and developing tailored development plans.
  • Strong analytical and problem-solving skills, with the ability to identify root causes of organizational challenges and propose effective solutions.
  • Prior experience working in the Syrian healthcare sector and understanding of the context in northwest Syria is a must.
  • Familiarity with international health governance standards and best practices is a plus.
  • Travel to participate in stakeholder meetings and workshops in Turkey/Gaziantep and in Syria is required.

Phases of acceptance:

  1. Mastering basic questions and meeting all job requirements
  2. Mastering interview questions and discussions
  3. Upon successfully passing the interview, the candidate will be given a couple of tasks to complete within very tight timeline.
  4. Upon passing, the candidate will have a two-week intensive induction that include readings and follow up sessions about institutional development. The aim is to make sure that all potential candidates have the basic terms and concepts that will be built on during the project.
