Background

iMMAP maintains a global surge roster of rapidly deployable technical role profiles in the field of information management and other thematic areas, such as M&E through which iMMAP provides surge capacity support to emergency operations and development programmes, through various Surge Tools, such as the Standby Partnership Programme, Long Term Agreements with Partner Organizations, the FST Consortium for the Global WASH Cluster and Framework Agreements with International Organizations and NGOs.

The iMMAP Global Surge Roster is composed of a wide range of professionals with expertise in technical areas such as Information Management, GIS, Research and Analysis, M&E, database management, web development, data science, data visualization and that have strong experience in the humanitarian sectors/clusters and development programmes across the Globe.

The iMMAP Surge Tools and the Global Surge Roster allow highly skilled Information Management Officers (IMOs) to deploy, if selected, to partner organizations including the UN, International NGOs, and International Organizations to improve the processes, systems, tools, quality, timeliness, use, collection, and sharing of critical humanitarian response/development programming data and information in support to stakeholders, partners, donors and decision making processes.

Scope of Work

As part of the iMMAP roster, you will be invited to participate in, and expected to undertake various surge deployments which require a diverse skillset in Information Management. The scope of the work, its location, thematic focus and pre-requisite skills are dependent upon the unique needs that are required for each deployment as outlined by the requesting partner Organization. A dedicated and detailed Terms of Reference will be developed for each assignment which will provide you with more information regarding your potential roles, responsibilities and required skills.

This TOR seeks to solicit expressions of interest to join the iMMAP Roster as an expert consultant in Information Management for potential deployments. The consultant is expected to be available at short notice to undertake assignments either remotely or in person to lead and implement Information Management workflows, while seconded to the requesting partner Organization.

Important Notice

This is a vacancy announcement to join iMMAP’s Global Surge Roster for the profile of: Information Management Officer.

This is not a full time position. Once you join the Global Surge Roster of iMMAP you will be able to receive notifications for deployment opportunities (remotely or in-country based assignments, depending the on request) to which you can express your interest and availability to deploy. The average normal duration of each deployment is six months, with a few weeks of preparation prior the mission itself.

Your membership in iMMAP’s Global Surge Roster has a limited duration to 24 months (2 years) which is automatically extended for the same duration, in case you undertake at least one deployment within the 24 months.

Description of Duties

This TOR is generic, for the iMMAP Surge Roster. A specific and detailed TOR will be issued by the requesting partner Organization for each field mission request.

Responsibilities:

Within delegated authority, the Information Management Officer will be responsible for the following duties:

Coordination:

· Establish and maintain an information management network in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards.

· Work with clusters and partners, including OCHA and first responders to ensure a smooth transition of information tools and services and delivery of common services and products.

· Engage with counterparts in government and liaise with humanitarian partners, donors to ensure delivery of solid situational analysis.

· Provide expert training on the use and development of information management tools and platforms to Cluster partners and other humanitarian actors.

· Advocate for the use of data standards and common platforms, and for the open exchange of information.

· Advising management on Humanitarian Program Cycle (including HNO and HRP), planning, rollout etc as required.

Web Management

· Manage content on relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards;

· Work with external counterparts on related web platforms such as agency and cluster websites and ReliefWeb to facilitate cross-site search and interoperability.

Data Management

· Design, develop and manage databases, spreadsheets and other data tools (3W tools); understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability;

· Consolidate operational information on a regular schedule to support analysis.

Data Analysis

· Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes;

· Support assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK) for example.

Geographic Information System (GIS) & Mapping

· Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services.

Visualization

· Produce and update information products such as reports, charts and infographics (Illustrator) by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials, including dashboards (Ilustrator, PowerBI, Tableau etc. etc.)

Requirements

Education

  • University Degree in Information Management, GIS, international development, sociology, business management, statistics, economics or related field or demonstrated strong working experience in the field of Information Management.

Experience

  • At least 5+ years of demonstrated working experience in Information Management in Emergencies.
  • Experience with humanitarian and/or development programming.
  • Experience in designing tools and strategies for data collection, analysis and production of reports, and analytical outputs.
  • Strong training & facilitation skills.
  • Strong knowledge of typical IM and Coordination related activities.
  • Strong knowledge of humanitarian and/or development IM frameworks, processes, tools and methodologies.
