  1. Summary

Purpose

The consultant will design and facilitate a process to develop a strategic framework for the Global Shelter Cluster (GSC). This may take the form of a new or a revised GSC Strategy, depending on the results of the consultation process. The consultant will work closely with a Strategy Development Management Team (consisting of representatives of the GSC Strategic Advisory Group (SAG), co-lead agencies, and the GSC Support Team).

Key outputs

The outputs of the consultancy are as follows:

    1. Inception Report: A document outlining the methodology, the consultation process for the strategy development and the timeline by mid-October 2022.
    2. Initial Draft Strategy Document: A document developed with the inputs of the GSC bodies (SAG, Working Groups, Communities of Practice, Donor Consultation Group, GSC Support Team and the GSC partners), country-level clusters and other stakeholders (OCHA, other clusters, etc.). The consultant will consider the findings of the recent GSC 2018-2022 Strategy Evaluation, the Information Management Review, and the input received at the GSC Meeting 2022 to develop this initial draft. The draft will be shared for feedback with the key stakeholders who were consulted (by mid-November 2022).
    3. Second Draft Strategy Document: incorporating the feedback received during step 2 just before the SAG Retreat to take place in early December 2022.
    4. Presentation of the Second Draft Strategy Document: to be presented and discussed in person at the SAG Retreat to take place in Geneva in early December 2022.
    5. Final Strategy Document: to be delivered by the end of December 2022.
  1. Context

The Global Shelter Cluster (GSC) is an Inter-Agency Standing Committee (IASC) coordination mechanism that supports people affected by disasters and internally displaced people affected by conflict with the means to live in a safe, dignified and appropriate shelter. The GSC enables better coordination among all shelter actors, including local and national governments, international and local NGOs and the private sector, to ensure that people who need shelter assistance receive adequate and timely support.

The GSC is a public platform co-chaired by IFRC and UNHCR globally. IFRC is the convener of the Shelter Cluster in disasters, while UNHCR leads the Shelter Cluster in conflict situations.

The current GSC Strategy runs until the end of 2022. The GSC has undertaken an evaluation of its current strategy with a view to develop a new strategy for a new period to be determined. The GSC Strategy evaluation has found the current strategy to still be relevant and recommended to undertake a light-touch review around a few key areas in the very short term. This involves extending the term of the current strategy and identifying the most critical implementation gaps for prioritisation.

Data and information analysis – 5 days

Drafting of initial document for feedback – 11 days

Collection and analysis of feedback – 9 days

Drafting of second version incorporating feedback received – 8 days

Facilitation of workshop session at the SAG retreat – 4 days

Drafting of final version following feedback at the SAG retreat – 5 days

In total, a maximum of 70 days between September 15, 2022 and December 31, 2022

  1. Consultant and Qualifications

IFRC will hire the consultant on behalf of the GSC. The consultant will report to the Strategy Development Management Team. The consultancy will be home-based except for the GSC SAG retreat to take place in Geneva in early December. The consultant should have the following qualifications:

  • University degree at master’s level.
  • Minimum of eight years of experience in the humanitarian context.
  • Demonstrated experience in the development of humanitarian organization/network strategies.
  • Good knowledge and understanding of the cluster approach and the Shelter Cluster.
  • Excellent knowledge of the humanitarian reform process, the cluster approach, the Transformative Agenda, the World Humanitarian Summit, The Grand Bargain, the Nexus and current humanitarian issues.
  • Knowledge of the humanitarian community, including donors, governments, the UN system and relevant international and regional organisations.
  • Strong communication and analytical skills. Excellent written English.
  • Good analytic skills and strategic thinking.

5. Duty station

Home-based, with possible visits to Geneva, Switzerland
