Scope of Work

• Under the management of the Global Security Coordinator, the Global Security Advisor for iMMAP (GSA) will work with the iMMAP team to ensure the safety of employees engaged for projects around the world and specifically in Middle East and Ukraine.

• The GSA acts as the deputy Global Security Coordinator.

• The primary functions of the GSA are to technically assist in managing country security advisers and field security officers in each country where iMMAP is present or remotely monitor the security situation by also conducting regular field visits.

• The GSA will assist in monitoring and assessing security conditions and making recommendations to the regional Desk Coordinators, Country Directors and/or Country Security Advisers as appropriate.

• The GSA is committed to implementing and adhering to the highest standards of security and contingency planning to ensure the safety of all personnel.

Responsabilities

• The GSA will assist in monitoring the security situation in the countries of operations and provide advice when security events could potentially affect personnel or operations. This includes specific events, forecasts and strategic developments.

• The GSA will assist in managing country security advisers and field security officers around the world. The GSA will liaise with them daily and provide technical advice when needed.

• The GSA will assist in providing timely liaison and coordination on security incidents, threats or failures that may affect operations.

• The GSA will manage and assist in regards to travel management, monitoring and other security related administrative issues.

• The GSA will conduct threat, vulnerability and risk assessments, provide sound and timely advice to staff and management on security issues, and monitor staff compliance with safety and security procedures.

• The GSA will ensure the implementation and adherence to safety and security policies and standard operating procedures.

• The GSA will develop and contribute to update project security plans for applicable programs as required, while ensuring compliance with iMMAP’s global operating principles and risk management policies.

• The GSA will assist the GS coordinator to develop operating procedures and protocols.

• The GSA will maintain an extensive network of contacts within INGOs, IOs and the security stakeholder community, which will enable iMMAP to have access to reliable and up-to-date information on security sites of its projects.

• In a crisis, the GSA will act as a member of the Crisis Management Team or Incident Management Team.

• The GSA will produce the monthly security reports.

• The GSA will prepare the introductory security briefings material for new staff.

• The GSA will assist in maintaining the validity of emergency and contingency protocols, and designing and implementing emergency communication protocols.

Report, Monitoring and Evaluation, Representation

-REPORT, MONITORING AND EVALUATION

The GSA will report to iMMAP’s Global Security Coordinator. It will also produce quarterly audit reports for the countries under direct supervision.

-REPRESENTATION

• Maintain effective and positive internal contacts with iMMAP’s consultants, officials and personnel, as well as external contacts with national and local government officials, international non-governmental organizations (INGOs), donor agency officials, suppliers, the media and the general public.

• Follow the iMMAP branding rules required in terms of correspondence and document submission.

-RESPONSIBILITY TO BENEFICIARIES

• iMMAP team members are expected to support all accountability efforts, particularly to iMMAP recipients, and international standards guiding international assistance and development activities, while actively engaging beneficiary communities, as equal partners in the design, monitoring and evaluation of projects in the field.

-DURATION

• 1 year contract, renewable om a yearly basis.

Qualifications

• Home based in a country with +/- 3h with France. Frequent travel up to 40% of the time

• Significant first-hand practical experience in managing security in complex contexts and high-risk environments for an international NGO;

• At least five years of relevant experience in the field of safety and security for an international non-governmental organization.

• Languages: English required + one other language, ideally Arabic or French

• Strong understanding of Middle East and Ukraine security contexts. With a security analysis capacity: to understand the present context where we operate but with also a capacity to analyze regional trends.

• Relevant experience in travel management, tracking of members of staff, pre-deployments briefing, etc.

• Degree in a relevant field required, at least a Bachelor degree.

• Strong organizational and relational skills;

• Ability to interact effectively with international and national staff;

• Strong analytical skills and ability to interpret and analyze data and translate it into effective information.

• Ability to work in a multicultural team, work under pressure, perform high quality work on time and meet team goals.

• Willingness to be on call 24/7 for security emergencies.
