The Global Proposal Recruiter is responsible for full life cycle recruitment, and development and execution of a broad based sourcing strategy which will ultimately attract and retain diverse top professionals. In addition, support JSI’s response to a range of new business opportunities with a wide variety of funders. This includes designing and implementing global sourcing and recruiting strategies to identify local country nationals, third country nationals, and expatriates for high level program positions.

This position will be part of the Business Development (BD) team and will report to the Global Business Development Director. They will also work closely with the Human Resources (HR) team. The position can be based in Boston, Washington DC, or be fully remote in any state JSI R&T is registered (AZ, AR, CA, CO, DC, FL, GA, IL, LA, ME, MD, MA, MI, MN, NH, NJ, NM, NY, NC, PA, RI, VT, VA, WA and WI).

RESPONSIBILITIES

  • Identify and develop a tailored recruitment strategy for select high priority proposals within the parameters of JSI’s overarching recruitment strategy to ensure that all donor and organizational staffing requirements are successfully met within established deadlines.
  • Proactively build a diverse talent pipeline during the full cycle recruitment process for current and future opportunities.
  • Leverage internal and external sites to advertise local and international openings, in collaboration with the Proposal Coordinator and the HR team to diversify the candidate pool.
  • Working closely with the US and internationally based HR team to employ a variety of standard and specialized sourcing techniques.
  • Assist proposal teams in evaluating applicant pool and selecting the most qualified candidates.
  • Make employment recommendations based on information obtained through interviews, reference checks and assessment tools.
  • Coach interview panel on developing job-specific behavioral and competency-based interview questions, and interviewing.
  • Organize, lead and document post-interview debriefs with interview teams.
  • Work closely with the HR team to develop and extend offers of contingent employment to selected candidates within the guidelines of JSI’s compensation structures. Negotiate candidate salaries and benefits for inclusion in proposal budgets.
  • Work with HR and Business Development to fully support and train staff to successfully engage in the proposal recruitment process.
  • Working closely with the proposal personnel coordinator, ensure that all staffing documentation submitted with proposals complies with donor specifications.
  • Support other proposal HR/personnel functions as needed during workload surges.

QUALIFICATIONS

  • Bachelor’s degree in Public Health, International Development, Human Resources, Business, Marketing, Communications or related field; or a combination of education and work experience that yields the required competencies
  • 7+ years related experience, including experience in global recruiting
  • Experience providing recruitment support for an organization that is an active US government contractor in public health and/or international development
  • Experience in executing a full cycle recruitment process; which includes: developing recruitment strategies; creatively sourcing candidates; pre-screening, interviewing and assessing candidates; and negotiating and finalizing job offers
  • Ability to communicate and collaborate with diverse stakeholders and achieve operational outcomes
  • Foundational knowledge of international development/global health principles, practices and services
  • Advanced oral and written communication skills in English required. Fluency in French, Spanish, or another language highly valued
  • Demonstrate the ability to communicate and effectively interact with people across cultures, ranges of ability, genders, ethnicities and races
  • Demonstrate the ability to successfully communicate through a range of technical issues that may not be in immediate scope of work
  • Demonstrate organizational, project planning, and management skills to allow for priority setting, meeting deadlines and multitasking
  • May require periodic international travel
