Overview
War Child Alliance (WCA) has a dedicated Programme Implementation and Institutional Funding (PIIF) department responsible for programme partnerships, donor relations & institutional fundraising and quality assurance (internal and external compliance). This department works on reaching the organisation ambitions through effective engagement and partnership building with institutional donors and other partners, whilst continuously improving quality and safeguarding compliance. The PIIF department also supports country teams in strengthening their competencies and capacities and helping European countries to acquire the funds necessary to meet the set objectives. The department leads and coordinates the global level account management and grant management of external funds at country and regional level in collaboration with the regional staff, the Country Management Teams and Project Managers, and at global level in collaboration with Managers of the Global Programs and Research & Development (R&D).
You develop multi-country/multi-regional project proposals and contribute to enhancing their quality, together with compliance with specific donor requirements for proposals that can be funded by institutional donors and thus to better, longer-term income enabling War Child’s programme ambitions. You help to equip the teams seeking institutional funding with the right tools, support and advice to develop quality proposals. Together with your team you actively support the organisation’s programming ambitions, including scaling through partnerships. You also contribute to the development and implementation of the overall institutional funding strategy and may be requested to lead/support specific assignments within the team, such as concept note/proposal development surge support for country offices .
You are part of the Programme Implementation and Institutional Funding Department and report to the Head of Institutional Funding and Grants Delivery. You work in close collaboration with programme colleagues, regional hubs and country offices as well as other departments in the organization. You collaborate closely with the Research & Development team and support with the development of global proposals.
This position can be stationed in the countries where WCA has its offices (the successful candidate needs to be eligible to work in that location; preference given to local candidates).
Your Challenge
- Lead and/or support the design, development and submission of quality multi-country/multi-regional/multi-partner project proposals within deadlines and in alignment with specific donor requirements, in coordination with colleagues from country/regional/global offices and account managers;
- Provide surge support for the development of quality single-country project concept notes or proposals as needed;
- Contribute to the planning for proposal development pipelines in coordination with account managers, and contribute to the development of proposal development bid plans, thereby monitoring compliance with (internal) deadlines;
- Ensure quality of (multi-country/multi-regional) concept notes and project proposal development by leading the writing (or reviewing drafts) of coherent project frameworks, clear and logic programme Theories of Change, context analysis, track records and logframe/results framework;
- Pay consistent attention to quality proposal development through hands-on advice, coaching and sharing lessons learned on proposal development-related matters for War Child colleagues in country offices/regions and in European offices;
- Monitor and guide the development of project proposals within the context of the War Child Strategy, include related responsibilities for country offices/regions offices, clear management and governance systems, while ensuring organizational feasibility and efficiency for maximum possible success in implementation, upholding the War Child programme and MEAL standards;
- Travel for work on request if required.
Your Profile
- Academic background in Development/International Cooperation and/or Humanitarian Aid or equivalent
- Min. 5 years of experience in a similar position in an international organisation, especially in project development, partnership management
- Demonstrated capacity in successfully raising substantial funds from institutional donors, such as Dutch government, European Commission, USAID, SIDA, UN agencies, Dutch PostCode Lottery, IKEA Foundation, etc
- Demonstrable experience in project development, writing proposals and leading on bid processes
- Understanding of how to employ different intervention strategies to achieve objectives or results
- Experience in facilitating and coaching meetings with staff, partners and other stakeholders, aimed at co-creation, clear agreements and concrete deliverables
- Ability to write and communicate effectively for different donors and audiences
- Entrepreneurial, creative mind-set, risk-taking and result-oriented mentality
- Leadership skills, able to lead a project team to deliver high-quality results to meet deadlines
- Flexible, pragmatic, able to work effectively and calmly under pressure
- Excellent planning skills and demonstrated ability to prioritise
- Strong negotiation and convincing skills and ability to work effectively with a wide range of colleagues
- Able to uphold a clear vision despite multiple opinions and to juggle multiple tasks
- Ability to represent War Child externally
- Full proficiency in English language; French, Arabic, Spanish or Dutch is an asset
- Full support for War Child’s mandate and mission
- Willing and able to travel to WCA programming areas if required
- Available for 32-40 hours per week
- Eligibility to work in the country where WCA has an office
Our Offer
- The following offer is based on a Dutch employment contract, actually conditions depend on the local office
- Salary range from € 3, 898 – € 4, 847 gross per month, based on 40 hours per week (the exact step determined by the years of relevant working experience).
- A temporary employment contact with War Child for 32-40 hours per week, starting as soon as possible until end of June 2024
- 28 vacation days on full time basis (consisting of 26 vacation days plus 2 additional fixed free days, based on 40 hours work week).
- A pension scheme fully paid by War Child.
- Compensation for travel and work from home costs.
- Laptop to work from any location and monthly mobile phone contribution of € 25.
