Role Purpose: The Global Partnership for Education (GPE) funded Education Sector Program Implementation Grant (ESPIG) is aligned with the priorities of the Somaliland Ministry of Education and Science (MoES), Education Sector Plan (ESP) and with GPE strategic objectives. The program focuses on the primary education sub-sector and seeks to expand equitable access to quality primary education opportunities, improving learning outcomes, ensuring the acquisition of foundational skills at the expected level for each grade, and enhance system capacity at the Somaliland MoES

The Program Director will provide overall strategic leadership and direction for the GPE Program. The Program Director will support the Education Program Manager for the delivery of the program.

The Program Director will work closely with all relevant partners/stakeholders and ensure all activities progress as per the plan. The Director will oversee the timely delivery of all program deliverables. The Director will also ensure the development and operationalization of a robust M&E system for the program, ensuring high quality measurement of outputs, intermediate outcomes, and final outcomes.

Qualifications and Experience

  • Post-graduate degree in education planning and management or a related field.
  • Recommended a minimum of 6 years of relevant technical experience including senior program management
  • Knowledge of current global and regional debates on quality and employment-oriented education policies and models
  • Proven experience of developing and managing high quality, innovative and cost-effective technical education projects in both development and emergency context preferably in Somali context and with International NGOs
  • Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • Highly developed interpersonal and communication skills including influencing, negotiation, steering and coaching
  • Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mindsets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Fluency in English, both verbal and written, required
