NRC’s Monitoring and Evaluation Unit is responsible for the development and operationalization of the centre of excellence for monitoring and evaluation, whilst ensuring that a high-quality, effective and accountable global monitoring and evaluation framework is in place, including an organisational approach, systems, processes, minimum standards, and routines, among other functions.

NRC (head office unit) is looking for an experienced Global M&E specialist to join the team. This position will primarily support global M&E for two global grants (development programming focus):

  • NORAD – education, youth, and livelihoods global grant.
  • Ikea foundation – economic inclusion grant.

What you will do

As a Global M&E Specialist, responsible for ensuring the development M&E guidelines, tools, and routines in line with internal systems, policies, and strategies as well as external global humanitarian standards and donor requirements. You will also development of M&E training materials and provision of technical support, guidance, and capacity-building related to the M&E policy and systems.

Some of your day-to-day tasks will include;

  • Lead M&E for the NORAD and EI portfolios.
  • Support programme colleagues to develop global learning agendas and M&E plans for these grants.
  • Develop and test and review global tools for collecting qualitative and quantitative data related to these grants.
  • Provide COs with direct ongoing technical support and capacity building to implement tools.
  • Provide support for additional data collection processes e.g. methodological guidelines and review for baselines and assessments.
  • Support programme staff to set up a reporting system for these grants, and Country Offices to adhere to this.
  • Support presentation of final analysis and reporting on consolidated result framework for annual and end of project reporting.
  • Coordinate and provide guidance on evaluation processes for these grants.
  • Support programme staff to ensure data analysis is available and fed into decision-making processes.

What you will bring

  • Graduate degree in a directly related field, such as research, statistics, quantitative analysis, etc.; significant work experience in a directly related field will be considered in lieu of specific M&E-related education.
  • Minimum 7 years of experience in an international NGO preferably with experience in an emergency or development setting.
  • Minimum 5 years’ experience in creating and leading the implementation of M&E systems for an international NGO.
  • Preferred experience with M&E for development projects (as well as knowledge of humanitarian contexts and realities).
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in emergency and post conflict settings, and in development settings using both quantitative and qualitative methods.
  • Understanding of data and information needs for program management and decision-making.
  • Experience in facilitating the capacity-building efforts of diverse colleagues, including local partner agencies.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • High-level English language proficiency (speaking, reading, writing).
  • Experience using software such as PowerBI, STATA, SPSS, NVivo, CommCare, Survey CTO, Kobo, ODK, SharePoint, Dynamics, SalesForce, DGIS2, Visio.
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint).
  • Database and platform creation is valued as an asset, as is a sound understanding of NRC policies, guidelines, and best practices in the area of monitoring and evaluation, and project cycle management.
