Job Purpose

In order to ensure proper monitoring and evaluation of HRF’s humanitarian and development projects, HRF has invested in bolstering its Monitoring, Evaluation, Accountability and Learning (MEAL) capacity. This involved, amongst others, the creation of the Global M&E Coordinator, update of the MEAL Policy, development of various data and monitoring SOPs, and capacity building plan for all of the MEAL functions within HRF’s own Project Teams.

As part of these investments, a Global M&E Coordinator position is required to design, manage, and advise the data collection, analysis activities and research projects that HRF conducts, and to strengthen the technical capacity of the Project Teams on measurement of results.

Key Responsibilities

  • Continue to update and manage the monitoring and evaluation structure of HRF, both at the Headquarters and country levels
  • Update the various guidance documents, including MEAL Policy, Minimum Monitoring Requirements, as well as other vital data and monitoring SOPs
  • Lead the monitoring of HRF’s projects, providing technical analysis, interpretation, and information as required, to support the assessment of project impact. This includes organizing the collection, management, analysis, and regular reporting of data on progress and issues with ongoing projects signed with donors), while being compliant with HRF evaluation and monitoring requirements
  • Lead the development of project logframes, and M&E plans that will provide the most relevant and strategic information toward achieving expected results (as set out in all project logframes and other global plans), whilst being compliant with HRF monitoring requirements
  • Budget for monitoring and evaluation costs and advocate for appropriate financial and human resourcing for all projects
  • Ensure that all Project Teams and HRF offices have an adequate data management and storage system using HRF corporate systems (KoBo ToolBox, Open Data Kit Collect, etc) and provide regular oversight in using the systems, following corporate requirements on reporting and data protection, in line with the KoBo ToolBox-Open Data Kit Collect SOPs
  • Contribute and support evidence-based decision-making on project design and implementation, notably through making monitoring, review, and evaluation findings accessible, developing innovative, user-friendly and informative products
  • Support HRF Project Teams in addressing recommendations from monitoring, reviews, and evaluations, to ensure that follow-up actions are taken as required in complex portfolios Participate in relevant coordination forums, Inter-Agency forums, working groups, technical meetings and training activities within, as well as outside of HRF. Represent HRF (e.g., at inter-agency meetings with other UN agencies, NGOs, and Government agencies) to exchange knowledge and experience, promote the importance of assessment, and monitoring and evaluation, and build partnerships that enhance inter-agency joint monitoring activities
  • In collaboration with Programme colleagues at Headquarters, lead monitoring data standardisation and integration to establish adequate data environment, from data collection to visualisation
  • Design and lead Post Distribution Monitoring (PDM)/outcome survey/impact assessment data, including sampling requirement, coding of collection forms/questionnaires for use via KoBo ToolBox and Open Data Kit Collect, clean data set and support in analysis of quantitative data and qualitative data alike, as well as support in developing the reports
  • Support field colleagues to further develop and refine their monitoring and evaluation capacities. Conduct targeted trainings for staff, including providing (on the job) training on data collection, survey instrument design, data management, data cleaning and data analysis, upon need. Ensure regular trainings of MEAL staff are administered to increase the quality of work and encourage accountability for demonstrating results.
  • Act as Communication Focal Point to support in coordinating the collection of human interest stories from the field, for all humanitarian and development projects

Qualifications and Skills

  • UK nationals/residents, with right to work in the UK
  • A Master of Science degree in social sciences, statistics, agricultural economics, international development, or a closely related field
  • At least four years of professional experience in monitoring and evaluation, data analysis, vulnerability analysis, food security, livelihoods, and early warning, or a closely related field
  • At least three years of experience in managing a team
  • Experience working in the humanitarian / development sector, able to perform and deliver in a timely manner
  • Ability to work independently under minimum supervision and supervise a team
  • Strong computer skills, including statistical packages (SPSS, STATA, Microsoft Excel, etc), and the ability to interpret data and construct models where appropriate
  • Demonstrated integrity in accordance with the fundamental humanitarian principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality
