Introduction

The HALO Trust is the world’s largest and oldest international humanitarian mine action non-government organisation (NGO). Our mission is to lead the effort to save lives and restore livelihoods for those affected by conflict. HALO is known for its work to clear landmines but is very much involved in the disposal of other explosive hazards such as bombs, rockets, missiles, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 9,500 staff in 26 countries and territories.

The provision of medical support to HALO’s operations is a key part of ensuring the safety and well-being of our staff. HALO has a medical board comprising approximately 30 volunteer medical professionals, who conduct quality assurance visits to programmes, provide training and mentoring, devise training syllabuses, and advise on HALO’s medical and health policies. Each programme normally has a small medical team that delivers first aid training to staff, runs regular casualty evacuation exercises and ensures the correct supply of equipment.

Following several years of significant expansion globally, HALO is now seeking to recruit a full-time Global Medical Officer, who will work alongside volunteer members of the HALO’s medical board to ensure the quality of HALO’s medical training and support programme medical teams in all the countries in which HALO operates. The Global Medical Officer will also assist in recruiting and training new medical teams in locations where HALO establishes new operations.

The role will require frequent travel, often at short notice and potentially for extended periods of up to a month.

There is a broad range of backgrounds that would make up a good person for the role, for example a senior paramedic, or a nurse or doctor with trauma and overseas work experience.

Roles and Responsibilities

  • Conduct quality assurance visits to HALO programmes to review medical training, equipment, procedures and other health-related matters.
  • Deliver Basic Care Provider and Intermediate Care Provider training to staff on new or expanding programmes, in accordance with the HALO syllabus and International Mine Action Standards.
  • Provide external first aid training to third parties as part of HALO’s capacity building projects.
  • Coordinate Medical Board visits
  • Support programmes in the implementation of recommendations from Medical Board visits, conduct progress reviews, and report accordingly to the board.
  • Coordinate regular seminars involving the medical board and programme medical teams
  • Act as a point of contact for the Medical Board and its committees and support their work as required, including collation of information and reports from HALO programmes on medical issues.
  • Advise the logistics team on the selection and procurement of correct medical supplies and equipment.
  • Seek advice on medical matters from subject matter experts on the Medical Board as required.

Requirements

Essential Qualifications and Experience

  • Significant experience working in a pre-hospital and critical care environment as a doctor, paramedic or nurse.
  • Willingness to spend extended periods overseas, in potentially difficult environments, and at short notice.
  • Experience delivering training, especially to non-medical professionals.
  • Excellent communication skills and proven ability to work with people from different cultures

Desirable

  • Experience working overseas in low-resource environments would be desirable

  • Salary £40,000 – £50,000 depending on experience
