Context

Quality of the services that we provide, has always been crucial to NRC and something we take pride in. To ensure we maintain quality in our programmes, we need to constantly evolve, improve and do better. Recognising this, NRC has made quality, accountability and learning a distinct sub-objective (SO) in our new Global Strategy for 2022-2025 (Sub-Objective 1 – SO1). We want to:

  1. Improve quality across our programmes and strengthen our systems and approaches to avoid doing harm.
  2. Strengthen our evidence base and how we use evidence to inform our programmes.
  3. Place the people we work with at the centre of everything we do and give them a larger say in what, how and when we deliver.
  4. Become better at designing and delivering our responses across our different programmatic areas and actively use our advocacy and policy work to generate change beyond what we can do through our programmes.

The Global Lead, Programme Quality, will play a crucial role in making us successful in our efforts. The position will work directly with the Global Programme Director and in close collaboration with colleagues across programmes, M&E, risk and compliance and other support functions.

We are looking for a doer, an experienced humanitarian leader with a strategic mind-set, a global perspective, strong analytical skills and excellent personal and interpersonal skills to see this through.

What you will do

As our Global Lead, Programme Quality you will be performing two key functions: 1) act as the global coordinator lead for the NRC Global Strategy Sub-Objective 1 – Quality, Accountability and Learning; and 2) develop frameworks and lead specific development project that falls under the sub-objective. The specific responsibilities will include:

  • Lead a project aimed at improving management of incidents related to the people we work with (do no harm).
  • Develop a programme compliance framework for NRC.
  • Further develop programme related risk framework and evidence existing reporting.
  • Lead the development of a common response framework and design tools – across programmes, advocacy and policy – building on learning done to date on integrated programming.

What you will bring

To be successful in this position, you will are required to be passionate about programmes and have a broad programmatic experience. Comfortable with leading complex development projects across different technical areas, working with a broad range of colleagues and developing user friendly tools, frameworks and guidance. Thrive in working well with others and understanding complex organisational structures and governance systems. You enjoy shifting between leading others, developing things individually and contributing to work of others, and have excellent oral and written communication skills.

  • Minimum 10 years of relevant leadership/management/adviser experience within the humanitarian field (field experience from complex and volatile contexts is required)
  • Evidenced experience of programme development, including developing multi-sectoral tools and guidance for programme design.
  • Understanding of and experience from leading scoping exercises, organisational change and learning processes – preferably including global initiatives in a complex international organisation.
  • Good understanding of governance and systems within complex international organisations.
  • High level of understanding of organisational learning, and the role and contribution of M&E to evidencing impact.
  • Familiar with programme quality standards and trends in the humanitarian community, and a network to draw on to gather further insights.
  • Ability to work collaboratively with colleagues, in person and remotely.
  • Credibility to represent NRC at a strategic level, and contribute to global policy developments with senior management, key donors and stakeholders
  • Familiarity with advocacy and policy work to complement programmatic action.
  • Head of Programme experience – or similar – is an asset.
  • Fluency in English both written and verbal. Knowledge of Spanish, French and Arabic is an asset.

Whom you will work with

You will join our colleagues in Head Office and be part of the Global Programme Section, in the Field Operations department in Oslo. You will report to the Global Programme Director. The Global Programme Section sets NRC’s programme policy and develops and leads the implementation of programmatic content of NRCs Global Strategy. To ensure that NRC is a leading displacement organization the section continuously explores new areas, fosters knowledge and learning, and is NRC’s programme face to the global humanitarian community. It consists of three units: Programme Policy and Development, Programme Strategy and Innovation and Monitoring and Evaluation.
