NRC is committed to integration in its programme strategy development and implementation. Integration encapsulates a range of approaches from small projects implemented by two sectors to a fully integrated programme strategy with common objectives. A number of approaches and tools have been developed thus far in order to provide country offices with the resources to integrate their programming.

In the next phase of this ambition, NRC is moving to deepen the levels of discussion around integration at all levels of the organization: Head Office, regions and countries. This will require a balance of theoretical work in developing tools and training materials, as well as directly working with countries as they develop their strategies and pilot integrated ways of working.

What you will do

As our Global Lead for Integrated Programming you will be accountable for leading the strategic development of Integrated Programming in NRC. This includes setting direction for the implementation of the development area, piloting, evaluating and coordinating the sharing of knowledge and expertise within NRC – at all levels in relation to the development area – in addition to managing associated resources and generating funding.

The role has two separate roles that will each take up 50% of your time: the first is to lead the programme development of Integrated Programming in NRC (50%). The second is to serve as a technical adviser to country offices on the application of Integrated Programming principles in their programme strategy and implementation.

What you will bring

To be successful in this position, you will are required to be passionate about programmes and have a broad programmatic experience.

  • Minimum 8 years of relevant leadership/management/adviser experience within the humanitarian field;
  • Extensive experience in programming in complex and volatile contexts;
  • Experience of leading scoping exercises and leading organisational change and learning processes;
  • Experience of programme quality assessments, programme development and delivery;
  • Experience in drafting and encouraging change management through implementation of policy/strategic guidance, and developing practical tools and resources;
  • High level of understanding of organisational learning, and the role and contribution of M&E to evidencing impact;
  • High level of understanding of, and commitment to providing technical leadership and working collaboratively and supportively with colleagues both within the function and operationally, including capacity building;
  • Understanding of effective matrix management, including working with virtual teams and providing technical supervision and support across multiple locations;
  • Credibility to represent NRC at a strategic level, and contribute to global policy developments with key donors and stakeholders;
  • Fluency in English and (relevant languages for the role), both written and verbal. (NRC operates in English, Spanish, French and Arabic).

Whom you will work with

You will join our colleagues in Head Office and be part of the Global Programme Section, in the Field Operations department in Oslo. You will report to the Global Programme Strategy and Innovation Director. The Global Programme Section sets NRC’s programme policy and develops and leads the implementation of programmatic content of NRCs Global Strategy. To ensure that NRC is a leading displacement organization the section continuously explores new areas, fosters knowledge and learning, and is NRC’s programme face to the global humanitarian community. It consists of three units: Programme Policy and Development, Programme Strategy and Innovation and Monitoring and Evaluation.
