The Role

In this position, you’ll provide critical support to the Global Operations and Supply Chain Department. Simply put, your purpose will be to provide technical oversight, monitoring, as well as remote and in-person support and capacity building for all Logistics and Supply Chain functions throughout the full portfolio of Alight country programs as well as ARC/Alight affiliates and partner organizations. This includes Procurement, Warehouse Management, MedLogs, Asset/Inventory Management, GIK Management, Fleet Management, Data Management, and systems integration with other departments. You will help ensure that all policies and procedures of Alight are strictly adhered to and that Alight’s commitment to improving quality and accountability in humanitarian work is upheld.

You’ll know you’re doing well if you are a self-motivated, client-oriented manager with a strong sense of personal ethic, integrity, and a big appetite for quality improvement and accountability to improve stewardship of Alight’s resources. You will have the necessary interpersonal and intercultural skills to build strong relationships and trust among stakeholders in the context of Alight country programs and you will have a high level of flexibility and tolerance to ambiguity. You will be a key contributor in helping navigate a period of change with the goal of achieving new Logistics and Supply Chain strategies in order to diversify and grow.

Global Head Office Logistics and Supply Chain Support – 80% of time

  • Support Global Roving Logistics and Supply Chain Advisor and CO teams in annual work plan creation.
  • Provide as-needed support to Country Office Teams upon request.
  • Jointly responsible for managing HQ compliance review of Country Office procurement processes and assignment of delegation of authority for high dollar/high-risk purchases and contracts.
  • Directly supports ongoing global logistics and supply chain policy design.
  • Ensures effective circulation of HQ guidance and documentation throughout all Alight Country Offices
  • Oversee the management of HQ procurement review and lease tracking systems, including the preparation of monthly tracking reports as needed
  • Support the Advisor in any emergency response activities at HQ and in the field.
  • Proofreading documents for formatting and content.
  • Support review of budgets and reports and other donor obligations.
  • Cultivation of Logistics Training materials from ARC, donor, INGO resources.
  • Support Development and Technical Teams as requested.
  • HQ Global Operations and Supply Chain Focal Point when the Manager travels to the field. The Coordinator will be responsible for overall department management and global support during these periods of travel.
  • As needed, assist Global Support staff in grant support/management activities.
  • Provide administrative support for a range of recurring tasks (such as filing, invoice processing, data entry, field staff to HQ visits, meeting minutes, etc.).
  • Contribute to a number of long-term projects that will assist in logistics efficiency and capacity, which may include:
  • SOPs updated for Logistics and Supply Chain processes
  • Update Logistics and Supply Chain document storage systems
  • Format/edit guidance notes on key areas of compliance and operations
  • Creation/implementation of Global Framework Agreements
  • Take responsibility as focal point for the creation and maintenance of web tools for logistics staff development, including:
  • Focal point for the maintenance, continued development, and updating of the ARC Global Logistics Online Portal SharePoint site
  • SharePoint field feedback and tracking
  • DocuSign user support
  • Create a SharePoint manual and task list for future administrator
  • Facebook, WhatsApp, etc. Global Logistics and Supply Chain platform creation
  • Other tasks as assigned.

Field Logistics and Supply Chain Support – 10% of time TBD

  • Understand, implement, and monitor adherence at field sites to ARC Logistics and Supply Chain policies and procedures, including Procurement, Asset and Inventory Management, Warehouse and Stock Management, GIK Management, Vehicle/Fleet Equipment Management, and Pharmaceutical Supply Chain Management.
  • Temporarily fill Logistics/Operations Manager gaps during staff absence/leave or position vacancies as needed.
  • Support the coordination and planning of country operational systems and activities in collaboration with country senior management counterparts and reporting technical staff.
  • Provide field support as requested in emergency response or new country startups.
  • Stay abreast of relevant donor policies, procedures, rules, and regulations and train Alight operations program and partner staff in these policies.
  • Provide in-person training on Alight Logistics Tracking Systems and KPI reporting to Country and Field Offices as required.
  • Provide training on electronic and physical logistics documentation data management.
  • Provide cross-training to Health Program Managers on Alight warehouse and drug supply chain procedures to enable Health Program monitoring and spot checking of warehouses.
  • Conduct Logistics Capacity Assessments when visiting field locations.
  • Conduct Supply Chain Analysis/Mapping when visiting field locations.
  • Conduct face-to-face PARCEL training as requested.
  • Attend Logistics Cluster Meetings where applicable.

We’re also looking for the following technical competencies:

  • Relevant Bachelor’s degree required Master’s degree in a related field desirable (Operations Management, Business Administration, International Trade, Humanitarian Logistics, etc.)
  • Background in international development and/or humanitarian assistance is highly desirable
  • Experience working overseas; preferably in an NGO/emergency/development context preferred
  • Experience in medical logistics (medlogs) or pharmaceutical stock management activities is highly desirable
  • Experience conducting trainings and workshops
  • Fluency in written and spoken English
  • Detail-oriented, ability to stay focused and engaged in repetitive tasks as well as tasks requiring critical thinking and analysis
  • Strong communications skills and ability to follow through on short-term and long-term projects, while communicating progress to the team
  • Highly motivated self-starter who takes direction well, but also works independently.
  • Excellent organizational skills with the ability to focus in a fast-paced environment and handle multiple tasks simultaneously
  • Prior experience in project management desirable
  • Ability to develop and roll out logistics policies and SOPs
  • Extremely flexible with the ability to cope with stressful situations
  • Cultural sensitivity and ability to work with a multi-national staff.
  • Extensive knowledge of Microsoft Excel; ability to navigate complex worksheets and graphs
  • Further computer knowledge, including Word, Outlook, SharePoint, and PowerPoint.
  • Experience with creating or editing e-learning modules and using Articulate 360 (Storyline 360) or Adobe Captivate is desirable.
  • Experience with Microsoft SharePoint is highly desirable.
