Our Global HR function in the Head Office is tasked with developing our organisational culture and people strategies so that we can achieve our mission to serve people in need. The function is also tasked with ensuring that our people strategies are operationalised throughout our organisation with modern and lean HR processes, systems and tools.

NRC has a global workforce of approximately 8,000 directly employed staff, including 550 international staff, 300 Head Office staff in Norway and 100 staff in our five representation offices and a further approximate of 5,000 local workers, plus a substantial NORCAP Roster of emergency deployment personnel on short-term assignments.

We are now looking for an experienced and energetic leader of our Global HR function, to take NRC forward in line with our ambitious strategy for being a great organisation to work for.

About the role:

As our Global HR Director you will provide strategic and operational leadership to ensure continuous development of our organisational culture and people strategy. You will be the head functional lead in the matrix structure that is our HR organisation across countries, regions and Head Office.

You will be reporting to the Deputy Secretary General, and will be an integral part of the Organisational Development Management team. You will also be part of the Secretary General’s Extended Senior Management Group, and expected to work collaboratively with Directors and management across the organisation.

You will be leading a team of dedicated professionals within HR strategy and operations, Learning & Development (L&D), Organisational Design, systems development and support, duty of care and other related areas.

Your responsibilities will also include:

  • Ensure effective operationalisation of NRC’s strategy, focusing on timely, concrete and effective HR processes, systems and tools, always with a view to enable NRC’s mission to serve people in the field.
  • Lead, organise and drive NRC global teams within HR areas of responsibilities, across organisational levels, to optimize use of resources and maximize results.
  • Develop Global HR’s role as ‘Centre of Excellence’ for its different areas of responsibilities and drive adoption of ‘best practices’.
  • Ensure healthy and constructive relations between employer and staff and ensure that NRC upholds its responsibility as a Norwegian employer
  • Monitor, report on and enable compliance to NRC’s policies, guidelines and procedures.
  • Overall budget responsibility and authority for the Global HR Section, ensuring optimal use of NRC’s resources.
  • Line management, incl. performance management of staff, and management of the global HR organisation according to our matrix organisation setup.
  • Develop, follow up and report on the section’s plan of action in line with NRC’s overall strategic direction

To be a successful candidate you should have:

  • An ability to formulate a clear vision for HR in a highly operational and diverse organisation.
  • Minimum 8 years of relevant experience within the humanitarian or other relevant sectors. (Experience from humanitarian field operations is an asset)
  • Documented experience from leading corporate HR functions in complex international organisations
  • Documented results related to the position’s responsibilities
  • Knowledge and documented expertise in a number of different HR and OD disciplines (e.g. reward, performance management, organisation design, L&D, talent management)
  • Experience from driving change and manage confidently in complex and volatile contexts
  • Insight and awareness own leadership profile, strengths and weaknesses
  • Excellent communication skills and fluency in English, both written and verbal. Fluency in French, Spanish or Arabic is also an asset

Contract Type: Permanent

Grade: Grade 12 according to NRC salary structure

Duty Station: Oslo, Norway

Travel: Up to 30% (Regional and Country Offices)
