POSITION SUMMARY:

Project HOPE is seeking for a DHIS2 Systems Architect to develop, implement and maintain Project HOPE Global Health Programs DHIS2 System portfolio. The Systems Architect will manage the Development of the web-based Global Architecture and Management Information System for its Head Quarter.

SPECIFIC OBJECTIVES:

  1. Understand current systems utilized at Project HOPE for Global M&E purposes
  2. Develop global design for DHIS2 implementation as well as key documents for Global M&E data collection processes, such as SOPs/Best Practices/Data Reporting and Management and Oversight Processes to improve overall M&E at Project HOPE
  3. Support ongoing implementation of DHIS2 at country level with a vision to integrate in global design.

DELIVERABLES:

  • Summary of Current Systems Needs and DHIS2 Transition Plan
  • Blueprint of DHIS2 global architecture
  • Documents for implementation and maintenance of Global DHIS2 Design such as SOPs for Data Collection. Validation, Management, and Oversight
  • Training module for Global as well as country-level DHIS2 development and maintenance

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Health Informatics, Health Information Sciences, Computer Science, or closely related field and at least six (6) years of professional experience in conducting and/or supporting informatics or health information systems projects using DHIS2, information architecture management, implementing data and information standards; managing a team and projects OR
  • Master’s degree with a focus in public health, public health informatics, health care informatics, information technology, computer science, information science, public policy or health policy, statistics or a related field and four (3) years of professional experience in conducting and/or supporting informatics or health information systems projects using DHIS2, information architecture management, implementing data and information standards; managing a team and projects OR
  • Doctoral-level degree such as PhD of Informatics, Doctor of Public Health (Dr.PH.), Doctor of Health Science (D.H.Sc.), Ph.D. Management Information Systems and Technology, Ph.D Computer Science or closely related field with two (2) years of professional experience in conducting and/or supporting informatics or health information systems projects using DHIS2, information architecture management, implementing data and information standards; managing a team and projects

SKILLS AND ABILITIES:

  • Experience in DHIS 2 architecture development, configuration, maintenance, development, hosting, deployment and training
  • Experience with business process analysis, workflow, requirements gathering, and specification development.
  • Experience in implementing principles of software development within the context of effective and robust project management and software development cycle.
  • Experience working in health information systems strengthening projects in low- and middle-income countries.
  • Experience interacting and working with government officials, preferably within funding agencies, ministries of health and related agencies (e.g. national aids control program).
  • Experience interacting and collaborating with international organizations that specialize in health information systems and /or digital health implementation.
  • Software project management experience
  • Experience creating software documentation
  • Knowledge of public health informatics theories, principles, concepts, and standards; especially health information exchange standards for interoperability of subsystems.
  • Experience with electronic medical records systems and interoperability standards
  • Experience with the development of hosting strategies for IT applications, web sites, and web applications
  • Experience with institutionalization and compliance with business continuity standard operating procedures (SOPs).
  • Experience managing project teams, including teams in remote locations.
  • Experience leading or supporting training and/or supportive supervision activities.
  • Experience with information systems organizational development including capacity building plans and job description development.
  • Demonstrated ability to meet deadlines with quality products.
  • Strong organizational and interpersonal skills.
  • Ability to multi-task.
  • Ability to work independently.
  • Attention to detail and accuracy.
  • Strong oral and written communication skills in English, including evidence of quality report writing and presentations.

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
