The Opportunity

Save the Children International has an exciting opportunity for you to join our team as theGlobal Change Manager (Safeguarding & Counter-Fraud ARC Change Agenda) – part time in the UK (London or Remote) or any existing Save the Children International Regional or Country office worldwide.

Role Purpose:

Save the Children has agreed an ambitious new strategy for 2022-24, which requires us to work in some of the world’s toughest and most complex operating environments. The Safeguarding and Counter-Fraud teams work to ensure that the organization has effective prevention, awareness, reporting and response systems in place, so that the organisation’s resources are geared expressly in service of the most marginalized children and communities, and that they are not harmed through our programme delivery.

The Safeguarding and Counter-Fraud teams both sit within Save the Children’s Risk Facilitation Hub. We are looking for a Global Change Manager (GCM) to support the Risk Facilitation Hub to implement a project jointly being designed and implemented by the Fraud and Safeguarding teams. The role will report into the Global Safeguarding Director.

The joint project is known as the ARC Change Project, and it commenced in Q3 2022. It comprises a comprehensive workplan to harmonise and strengthen our joint approach to awareness, prevention, reporting and responding. Both teams face similar issues, such as rapidly increasing reporting volumes commensurate with increased awareness, and an expanding compliance landscape, which places growing demands on implementing offices. To continue to deliver and improve quality without increasing pressure on the frontline, we have created an ambitious set of interventions including to:

  • Review and align triage models
  • Align investigation toolkits and streamline procedures
  • Create a pool of trained professional investigators across the organisation
  • Develop a certified investigator training pathway and community of practice
  • Align our awareness raising approach
  • Provide standardised induction and support to first line of defence
  • Create a quality assurance model for investigations
  • Improve data analysis and regular performance monitoring

The project is already underway with a large portion of design work completed. The next phases will focus on content creation, testing and stakeholder engagement, development of implementation plans and rollout. The projected completion date is June 2024.

The project team currently consists of a small number of dedicated staff from the Safeguarding and Counter-Fraud teams including the Interim Global Safeguarding Director, Interim Counter-Fraud Director and subject matter experts within these teams.

The Global Change Manager for the ARC Change Agenda will work closely with the project team to agree priorities, develop a revised and robust change plan, and monitor progress against this plan. You will be accountable for the development and delivery of all required change interventions needed across the workstreams, as well as ensuring the relevant leadership alignment required to support subsequent phases of the transformation journey. You will play a key role in managing the implementation and rollout of the activities produced in the design and creation phases. You will also support in preparing progress reports for submission to the Board and senior stakeholders in the organisation. You will work closely with the Interim Global Safeguarding Director and Interim Global Fraud Director throughout all phases of the project.
