Global Access Analyst

Context

In many of the conflict-affected contexts in which NRC works, civilians are not afforded the protection and assistance to which they are entitled. Humanitarians operating in highly volatile environments face a wide range of institutional, operational, access, and security challenges that necessitate carefully designed responses and mitigation measures. For humanitarian organizations, the presence of risk in the operating environment can force difficult trade-offs between the needs of the people they are trying to serve and the need to mitigate potential harm to their personnel, resources, and reputation. As a result, there is a tendency to focus on the easiest-to-reach populations, while in acute emergencies, when assistance is most needed, international staff of humanitarian agencies are often rapidly evacuated or go into hibernation, and programs are downgraded to skeleton staff or suspended. These shifts put people in need of assistance at risk of not getting the support they need.

NRC is looking for an experienced Global Access Analyst to contribute to creating and streamlining systems for data analytics and transforming data to better drive improved access and program implementation in Hard to Reach Areas.

Are you an experienced and data-focused Analyst with solid experience working in Hard to Reach Areas in a humanitarian context?

You will be responsible for the project deliverables, including generating frameworks for improved decision making, cross-analysing access and other data to identify context-specific trends, and making practical recommendations for the humanitarian sector to improve access data integration.

What you will do

Some of your day-to-day tasks will include:

• Develop a conceptual framework to support the integration of H2R data into decision-making processes including program criticality. This will focus on incorporating the linkages that exist between humanitarian access issues and general vulnerabilities into the organizational decision-making process.
• Produce a guidance note that describes the framework for the integration of data on needs in H2R areas into global humanitarian needs assessment processes and support its promotion within the humanitarian community, with targeted advocacy towards humanitarian decision makers who work on HNOs and HRP processes.
• Support the quality control of data collection tools and analysis processes for the research initiatives under the grant.
• Design workshops in accordance with grant deliverables, including the selection of themes and participants as well as operational planning with internal and external actors.
• Identify practical recommendations for the humanitarian sector on how the humanitarian access dimension can be included in representations of people in need and severity calculations.
• Collaborate with the Global and Regional Access Advisors and analysts in developing specific standards and policies for access analysis and monitoring in humanitarian operational contexts. Devise criteria, templates, and processes for monitoring operational contexts and establishing products responding to access analysis needs from Country and Regional Offices.
• Cross-analyze H2R access data against existing humanitarian data including needs, risks, and security information, identifying context-specific trends and correlations.
• Lead in identifying, tracking, and evaluating data relevant to indicators measuring progress relative to the Hard to Reach ambition
• Ensure consistency in NRC’s internal methodology on access data collection and analysis at the country, regional and global level and provide quality assurance to Country and Regional Offices’ analytical and research outputs on access and conflict.
• Organise and support the biannual collection, compilation, and analysis of Hard-to-Reachassessments from NRC’s country offices which will serve as global humanitarian guidance and advocacy on access.
• Lead the monthly production of the Access Brief and its underlying data collection and analysis efforts.
• Strengthen NRC’s exchanges and engagement on contextual analysis with relevant actors within and beyond the humanitarian community to enhance organizational and systemic improvement in analytical standards and quality.
• Act as the global focal point for external stakeholders and identify opportunities for NRC to partake in and influence initiatives on humanitarian access analysis.
• Partake in strategy development processes and ensure that the access and analysis components of NRC’s global strategy 2022-2025 are achieved.

What you will bring

• Minimum 5 years’ experience working in Hard to Reach areas in a humanitarian context.
• Advanced professional knowledge and experience in conducting actionable research on conflict in a humanitarian/development context.
• Ability to identify and evaluate the broad range of drivers of conflict.
• Experience of narrative tracking and analysis, with the ability to frame narratives within the broader context.
• Demonstrated professional knowledge of the use of quantitative and qualitative research methods and methodologies, including geospatial analysis.
• Ability to draft high-quality reports and operational and strategic recommendations based on data analysis.
• Ability to develop workshop materials, train on analysis processes and present findings remotely in an engaging and interactive manner.
• Comfortable operating in the initial phases of a project, where objectives and deliverables are iterative.
• Experience working remotely with minimal supervision, within a geographically distributed team, but with strong personal drive and communication skills needed for coordinating multiple moving pieces of work.
• Fluency in written and spoken English and French strongly preferred. Other languages are an asset.
• Experience in applying advanced techniques for quantitative and qualitative analysis.
• Ability to develop and deploy systems of data collection and analysis across departments within an organization.
• Knowledge of the social and technological context for international development and humanitarian organisations.
• Expertise in aligning analytical outputs with programme goals to support decision-making and action in Hard to Reach areas.
• Ability to create product prototypes and adapt them to different audiences.
• Refined understanding of humanitarian access, its enablers and constrainers and are able to contextualize them.
