Project Objective

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) and SI the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring.

USAID/Haiti is undertaking an Aquifer Mapping exercise that will help the Mission address challenges to the sustainable management of groundwater resources in the Resilience Focus Zones in Haiti. The selected Contractor shall assess/enumerate: (1) the quantity and quality of groundwater resources; (2) aquifer storage change over time; (3) major water uses/users and size of dependent population in service area; and (4) potential impacts of further groundwater exploitation. The Contractor shall make recommendations based on findings, providing information that is useful to decision-makers involved in water service provision, water resource management, agri and livestock husbandry, and commercial water use.

Position Description

The Geographic Information System (GIS) Specialist consultant will work alongside the Aquifer Mapping Project Director to support, review, and advise on all Aquifer Mapping activities and deliverables including data collection, mapped GIS coordinates for aquifers, the draft inception and design report, the draft report, executive summary report, and the validation presentation to policy and decision-makers. The GIS Specialist’s expertise should include a combination of the following: hydrology, program design and evaluation, geology, GIS, and quantitative and qualitative data analysis. The GIS Specialist will be responsible for supporting the integration of mapping and GIS analysis in the design, collecting, collating, and analyzing relevant secondary data available, participating in fieldwork to work with the team, speaking to local stakeholders to identify additional GIS data available and advising on how the data collection can capture primary data on key variables helpful to GIS analysis.

This position is remote, and both locals and expatriates in Haiti are encouraged to apply.

Responsibilities

  • Collaborate with IBI and SI headquarters, the implementing firm, and ESS+ staff with strategic and operational planning, to implement the approved Aquifer Mapping work plan
  • Contribute as requested to the design, data collection instruments, and inception report to ensure the integration of relevant data for the aquifer mapping and analysis
  • Oversee and advise on the preparation of the Validation Presentation which will provide the key findings recommendations
  • Overseeing training and oversight to in-country data collectors, the data collection and analysis process, and ensuring data quality on geospatial maps and data
  • Collect, collate, and analyze relevant secondary GIS data available to inform findings of the main research questions
  • Produce final maps for the report and contribute as needed to the draft report, writing drafts of sections such as GIS methods or explanations of maps at the direction of the Team Leader
  • Oversee and advise on the preparation of the Validation Presentation which will provide the key findings recommendations

Qualifications

  • Minimum of a master’s degree in hydrology, geology, geography or a related discipline
  • At least five (5) years of relevant experience with GIS mapping for international development research or programming required
  • Advanced proficiency in ArcGIS or equivalent required
  • Demonstrated experience using mapping analysis to help inform program design and decision-making
  • Experience working with secondary datasets in international development contexts
  • Experience providing GIS technical assistance on USAID-funded projects desirable
  • Ability to work in cross-cultural settings on a team with diverse skillsets
  • Ability to effectively write and communicate in English
  • Experience in aquifer mapping preferred
