Background

iMMAP supports project partners to improve their information management processes and procedures to support operational planning and decision-making. iMMAP conducts needs assessment to identify gaps in partner’s existing information management systems to support streamlining of processes, development of new IM and GIS tools, as well as IM/GIS capacity development. iMMAP supports data cleaning and processing of existing datasets, as well analysis and visualization to turn partners’ data into actionable information for key decision-makers. GIS tools, such as ArcGIS, support data analysis and visualization through creation of interactive web maps, dashboards, story maps and other information products. Training packages developed and delivered to partners, as well as on-the-job training and technical support, supports partners’ to improve their IM procedures, as well as capacity in new IM/GIS tools. 

Description of Duties

  • Conduct an assessment of the existing partner datasets and identify requirements for data cleaning and reengineering
  • Conduct key informant interviews with data management staff and end users.
  • Develop a framework for the GIS system, based on the needs and requirements identified during the assessment.
  • Identify key performance indicators and the type of analysis to be performed on the data.
  • Set up the ArcGIS online portal, including the creation and management of user accounts, configuring the online portal settings, security settings, and user privileges, as well as managing the organizational content for end users within the portal gallery.
  • Support partner in ArcGIS portal management, maintenance, and administration, including data backup.
  • Create a symbology library, map layers (including features and attribute tables), and standardized map and dashboard templates.
  • Draft technical documentation to document the GIS system development process.
  • Build interactive web maps, dashboards, and web applications.
  • Support the development of a capacity-strengthening plan for the partner staff and provide technical support and on-the-job training.
  • Follow-up of partner staff following training workshops to assess uptake of new skills and identify additional training needs.
  • Develop standard operating procedures and user guides for the ArcGIS system.
  • Support to draft project progress reports.

Qualifications & Preferred Skills

Requirements

Education
  • Graduate of an Institute or University in the field of Information Technology, Information Management, or Computer Sciences or any similar field.
  • At least 3 years of working experience with GIS on a field operational level.
Experience
  • In-depth knowledge of database and GIS software, and computer networks
  • Good knowledge of related hardware and peripheral equipment.
  • A minimum of 4 years of progressively responsible experience in humanitarian information management, GIS, database management, data visualization, or data analysis is required.
  • Understanding data QA/QC processes for information management are essential.
  • Hold advanced skills in MS-Access and MS SQL Server.
  • Experience in configuration of ArcGIS Enterprise geoportal would be an advantage.
  • Good knowledge of programming theory and relational database principles would be an advantage.

  • Self-reliant and able to work independently are essential.
  • Ability to travel to perform duties.
