The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organization, which assists and protects victims of armed conflicts and other situations of violence. The ICRC is currently looking for staff for its support operations in Iraq.

Reports to: Field Delegate BGD

Duration of Contract: One-year fixed term contract (with the possibility of renewal to an open-ended contract where performance and competencies are key to be selected for further contractual continuity)

Objective:

The Generalist Field Officer contributes to defining, implementing, and monitoring several ICRC projects and activities (depending on the context: general field work, protection, assistance, cooperation, communication or others) in coordination with the structure’s management, and to representing the ICRC at local/national level.

ACCOUNTABILITIES AND RESPONSIBILITIES:

  • Monitors the humanitarian environment and needs, and analyses the security, socio-economic, cultural, and political environment as relevant to the ICRC. Shares relevant information with colleagues and reports any changes in the situation.
  • Collects, compiles, translates/interprets information about the projects and contributes to written reporting. Facilitates and contributes to the work of delegates or other specialists, either internally or externally (internal or external meetings with authorities at local level, briefings on ICRC field activities etc).
  • Contributes to the development of the structure’s network or of own network of contacts with local stakeholders.
  • Participates in internal and external meetings and develops and maintains contacts with municipal/regional authorities, local/regional Red Cross/Red Crescent Society branches and the population.
  • Arranges meetings for the Field delegate, drafts Minute of Meetings (MoMs) and follows up as required.
  • Identifies and proposes new interlocutors to the Field Delegate.
  • Assists the Field Delegate by providing prompt and accurate information on events related to ICRC operations and security.
  • Keeps local authorities informed of ICRC activities and deals appropriately with routine enquiries from external contacts.
  • Maintains regular contacts, with local civil society, local authorities, National Red Crescent Society (IRCS) and local media and assures follow-up, mainly independently.

Education and Professional Experience required:

  • High school diploma or university degree.
  • Fluent level of English.
  • Computer literacy.
  • 2 to 3 years’ experience, for instance as a project or programme officer in similar fields or in other national/international organizations or in the private sector.
  • 1 to 2 years’ programme/project experience with the ICRC or other humanitarian agency.
