CONTEXT

Founded in 1997 “Médecins du Monde/Doctors of the World – Belgique (MdM-BE)” is an international medical development Non-Governmental Organization (NGO) based in Brussels, as part of the international MdM network. MdM-BE’s main activities/services are to provide a medical assistance to vulnerable groups in Belgium and in the rest of the world. The MdM network is managing 439 programs in 80 countries. MdM’s vision is to ensure universal healthcare coverage globally, and that all persons have access to care without barriers (financial, cultural, geographic, religious etc.).

MdM’s actions are based on the three pillars of the organization, which are: 1) Care (give people real access to healthcare without barriers), 2) Testimony (gain facts about healthcare realities and disseminate them), 3) Sustainable change. The majority of our programs are mobile, meaning MdM goes where the most vulnerable people live (outreach), i.e. doing street work, visiting squats or camps and going to isolated villages. MdM-BE is currently active in Belgium and seven other countries: Croatia, Bosnia-and-Hercegovina, Congo, Tunisia, Niger, Mali, and Morocco.

MdM-Belgium recently conducted a fact-finding mission in the neighboring countries of Ukraine to assess the needs of people displaced by the conflict.

MdM-BE is starting operations in Slovakia and Hungary to support refugees for a better access to healthcare with a focus on Mental Health and psychosocial support.

Essential

Under the supervision of the Desk Officer based in Brussels, as a General Coordinator, you will be responsible for the development and management of the MdM Belgium mission in Slovakia and Hungary. As such, you will contribute to the design of programs, be responsible for relations with donors and national authorities, budget management, security, operations and the development of a motivated and professional team to ensure the implementation of MdM Belgium’s operational strategy in the country.

Tasks And Responsibilities

Program coordination and development:

  • Propose new projects, partnerships, operating methods, advocacy actions, exploratory missions as well as adjustments or reorientations, made necessary by the analysis of results and/or contextual
  • Monitor the humanitarian and contextual situation in the country with the people involved in the project(s)

Management

  • In close collaboration with the coordination team, ensure the well-being of staff members
  • Take the necessary measures to ensure compliance with donor requirements and constraints
  • In close coordination with the Project Coordinator and Desk Officer and other members of the team, define the general organization of the mission and its organizational chart
  • Supervise the Project Coordinator and other colleagues to support her in her new position

Fundraising And Coordination

  • Represent MdM-Belgium with the Hungarian and Slovak authorities and all other stakeholders (UN Agencies, NGOs, etc.).
  • Participate in fora/Coordination meetings where relevant in both countries
  • Suggest strategies for dealing with potential donors
  • Initiate contacts at country level in Hungary and Slovakia

Internal Communication

  • Act as a focal point with the Headquarters Desk
  • Ensure internal communication between the different parts involved in the mission: different departments, country team members, headquarters staff
  • Supervise team members; set individual objectives, perform evaluations, organize back-up in case of leave, absence, in collaboration with the HR department take disciplinary measures
  • Identify training needs (coaching, continuing education, conferences, etc.)

PREREQUISITES (International Profile)

Qualifications And Experience

  • Master’s degree in: political sciences, development, management, law… or equivalent experience;
  • Strong Interest in the areas of intervention of the project and interest in human rights, particularly the right to health;
  • Minimum 5 years’ experience in a project coordination function in an international NGO, ideally in health;
  • Experience in project writing, fundraising and managing relationships with institutional donors;

Competencies/language And Other Skills

  • Excellent writing and oral skills
  • Ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships
  • Strong leadership and ability to work directly or remotely with team members or partners ;
  • Organizational, strategic and operational planning skills, listening skills, team spirit, responsiveness, anticipation, ability to take initiative;
  • Ability to work autonomously and to work under pressure in a complex and volatile environment;
  • Fluency in written and spoken English. Knowledge of French or local language an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Driving license “B” category is an asset
  • Mobility and flexibility: Frequent travel within Slovakia and Hungria abroad if needed.
  • Effective and efficient communication with others, strong writing and analytical skills, diplomacy and management of institutional relations;
  • Cultural, gender, religion, race, nationality and age sensitivity and adaptability

  • Salary : a gross salary of 3.933€ for 0 years of experience ; a gross salary of 4.286 € for 10 years of experience ; perdiem included in gross salary. Relevant experience recognized.
