Job Description:

Sightsavers is looking for a Gender Mainstream Consultant to provide expert technical support towards implementation of the Gender Action Plan developed by the Global Labor Program.

Location: Nairobi, Kenya

Length: 70 days between January to March 2024

About the consultancy

Together with a consortium of other NGOs, trade unions and organizations of people with disabilities, Sightsavers is implementing the Global Labor Program – Inclusive Futures. This program seeks to build the skills of jobseekers, workers, unions, employers, and government to achieve inclusive and decent work opportunities in Kenya through work done with suppliers and distributors. This is with the aim of supporting the m to become inclusive of people with disabilities and improve protection of labour rights for all workers and producers.

During first year of its implementation, the Global Labor Program supported a Gender Social Inclusion (GESI) analysis in its endeavour to identify social-cultural beliefs that influenced inclusion of women in community activities. Following finalization of the GESI, a detailed Gender Action Plan (GAP) has been developed by GLP-IF to help address the identified practices hampering women’s participation.

With the two plans in place – the GAP and the SBC – and to ensure continued support towards their implementation, the program is cognizant of the need for an experienced gender expert to coordinate implementation of the same. It is in considering that the program seeks to hire a gender expert to coordinate with KEFEADO – a local NGO currently leading implementation of the gender work in GLP-IF.

The consultant will provide expert technical support towards implementation of the Gender Action Plan developed by the Global Labor Program.

Scope of the consultancy

In working with the Program Management Unit team, the Gender Consultant is expected to carry out the following tasks in the assignment;

Provide overall guidance to KEFEADO and the GLP-IF consortia partners on mainstreaming gender inclusion through implementation of the Gender Action Plan;

Coordinate periodic review meetings with KEFEADO and the Programme Management Unit to track progress towards implementing the Gender Action/Social Behaviour Change plans against the agreed KPIs;

Review periodic reports a workplans aimed at implementing the Gender Action/Social Behaviour Change plans;

Engage KEFEADO and other program consortium partners in framing key messages around gender inclusion to inform development of key messages aimed at ensuring behaviour change targeting inclusion of women in program interventions;

Coordinate and lead in gender related external stakeholder meetings and activities in partnership with KEFEADO and other GLP-IF consortia partners;

Work with the GLP-IF MERL Manager to develop a monitoring framework for the GAP/SBC documents;

Conduct targeted training for GLP-IF program staff on gender sensitive programming; and,

Support in any other tasks as assigned by the GLP-IF Chief of Party.

In-depth knowledge of USAID programs, regulations, compliance and reporting requirements;
Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills;
Extensive working experience, and/or a University degree in social sciences.
Considerable work experience in the space of gender mainstreaming;
Previous experience in working with interventions aimed at enhancing gender inclusion;
Strong networking skills and ability to work with consortium partners;
Excellent skills in facilitation, team building, and coordination;
Ability to coach, mentor and develop teams.
