DEPARTMENT PURPOSE:

TEAM PURPOSE:

The purpose of this position is to provide leadership to the Gender Justice Program. The Gender Lead will undertake a range of national functions and will be responsible for the strategic and operational management of the program in East Jerusalem, West Bank and Gaza.

JOB PURPOSE: The post holder reports to the Country Director and directly manages a the Gender Justice team. The post holder is responsible for managing the program development, planning, implementation and reporting, and as such authorises expenses and payments that are made from the program budget, hold account management responsibilities and be responsible for the overall implementation of the CO gender programme and support the gender mainstreaming across the country office. Follow-ups with the country management, affiliates, and partners are frequent and steady, with the post holder having autonomy and the capacity to define and propose strategies and for operational planning.

The post holder is required to resolve most job problems without assistance and makes recommendations to the organisations procedures. The post holder generates and weighs up alternatives in order to make decisions.

KEY STAKEHOLDERS

The role is expected to work closely with Oxfam OPTI CO Programme, finance, with Affiliates across the confederation funding architecture and with institutional Donors and Oxfam’s civil society partners, where relevant.

KEY RESPONSIBILITIES

Strategic Intervention – 40%

· The post holder leads and develops to Oxfam’s Gender Justice programme (GJ) for programme design and development; fundraising and grants management; partnership activities; monitoring and evaluation; youth; and policy and advocacy.

· Full and active member of the Country Leadership Team.

· Carry out periodic analysis, mapping partners and on the relevance of continuing certain approaches according to analysis of the context and Oxfam’s priorities.

· Develop long term strategic alliances with local partners to develop a collaborative approach to gender justice in OPt.

· Develops strategic relationship with donors, informs them of the economic status of the OPt and works in collaboration with donors to generate long term partnerships.

· Seek out new thematic areas of opportunity for intervention through evidence based research, assessments and wide consultation with stakeholders.

· Contribute to planning and implement fundraising plans and ensure proper reporting and accountability to multilateral and bilateral donors for programmes under direct responsibility.

· Liaise with the Business Development Team and affiliates in identifying and developing opportunities for fundraising.

· Ensure suitable modalities for capturing of learning and sharing amongst relevant stakeholders.

· Ensure integration of youth, PWD and marginalised people aspects are integrated into programming

· Oversee Gender Justice contribution to country office annual planning and quarterly reports;

· Conduct programme reviews to evaluate the impact of the GJ programmes;

Program and People Management – 60%

Program Management

· Manage programme team under direct responsibility to ensure solid management of financial, and other resources, to deliver programmes in accordance with Oxfam procedures, values, donor requirements, and the OPT governmental stipulations.

· Ensure the development and achievement of a high quality EJ programme in OPT consistent with Oxfam’s standards, values and codes with specific consideration to aid diversion policies and practices.

· Ensure that for programmes under direct responsibility, programme plans and budgets are in place, that costs are kept within budgets, and that programme teams provide regular, consistently high programme deliverables.

· Ensue that all reporting (narrative and financial) are produced in a timely manner and are reviewed before final sign off.

· Ensure technical / sectoral integration of programmes and integration and team working between programme and support functions across the country programme, as appropriate.

· Ensure that all partners and suppliers are aware and adhere to the contractual and procedural requirements on Oxfam.

· Ensure that mechanisms are in place to ensure the partners are in full compliance with there requirements.

· Manage the risk aspect of the programme with specific reference to Safe Programming, Safeguarding and Aid Diversion.

· Ensure preparation of adequate budgets for all activities and costs are kept within budget, reviewing a monthly financial summary of programmes under her/his portfolio and provide quarterly reports and analysis of trends.

· Ensure all donor contract management requirements are met.

· Facilitate effective working relations around communications, policy, programme and advocacy issues and concerns, ensuring a Economic Justice input into policy messaging and program development.

· Support external audits that ensure legal and procedural compliance.

People Management

· Develop and maintain a healthy environment for the team, coordinating timely discussions on strategic programming issues and guaranteeing that the staff members reflect the institutional character in their relationships with partner organizations and allies.

· Recruit and performance manage direct reports effectively and within Oxfam ‘s policies and legal parameters, delegating authority where appropriate

· Support direct reports to further develop “softer” skills (behavioural competencies, leadership and people management, planning, etc) to complement their strong technical skills.

· Ensure that staff members are given opportunities for development and training, as discussed and agreed, and support the head of Programs in the capacity building planning for national programme positions and GJ country Programme/s.

· Be a role model of leadership for others to aspire to.

· Minimum 7 years of experience working on Gender Justice field.

· Excellent understanding of gender issues in development and humanitarian programming, including key challenges and approaches to mainstreaming gender into programme design and management.

· Excellent understanding of different aspects of quality programming (for example: partnership, participation, accountability, innovation, gender and monitoring, evaluation and learning) and how these can be incorporated into field

· Ability to design project and programme documents – including strong knowledge of theories of change (logic models, logical frameworks), contextual analyses (e.g. power, gender, and conflict), budgets, MEAL

· Ability and experience in leading programme development sessions/workshops.

· Understanding of programme/project cycle management practices in development programming.

· Strong technical competence in research, learning and monitoring and evaluation methods.

· Critical thinking and reflection of lessons learnt in humanitarian and development practice.

· Results oriented, experience in managing high-value grants and a track-record of leading programme development processes that have resulted in gender-transformative projects/programmes regarded highly by donors. .

· Demonstrated capacity of successfully fundraising and growing programmes in organisations similar to Oxfam.

· Knowledge of donor environment, understanding of funding issues in relation INGOs work in emergencies and

· Creative and innovative approach to promoting Gender Justice and Women’s Rights agenda.

· Strong analytical and conceptual thinking skills, ability to translate complex issues into clear workable actions.

· Knowledge of training tools and methods and proven experience delivering training on gender-inclusive and gender-transformative interventions.

· Excellent people skills, with proven ability to motivate others and work collaboratively, requiring strong self-awareness and inter-personal

· Ability to adapt and work within a multicultural, multilingual and multidisciplinary

· Ability to support contextual analysis (including power, gender and conflict analysis).
