The USAID-funded Climate Adaptation Support Activity (CASA), implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Gender, Inclusion, and Localization Advisor.

Background

USAID’s Climate Adaptation Support Activity (CASA) is a five-year activity that provides strategic support to USAID Missions and USAID/Washington to advance equitable and effective adaptation mainstreaming, programming, and scaling of meaningful change. Acting as USAID’s flagship adaptation support project, CASA supports the implementation of the agency’s ambitious Climate Strategy and the President’s Emergency Plan for Adaptation and Resilience (PREPARE) initiative. USAID’s climate adaptation work aims to increase the resilience of human and natural systems to climate change impacts through improved use of information, planning, and action. CASA provides services including assessments, analytical work, thought leadership, inclusive capacity development, and convening, partnering, and coalition strengthening. CASA works with USAID, government, civil society, local community, and private sector partners.

Position Description

The Gender, Inclusion, and Localization Advisor will provide technical expertise to CASA including working with USAID Missions, Washington, and partners to integrate gender, equity and inclusion, and localization approaches into technical assistance to support climate adaptation planning and programming. The Advisor will lead the implementation of activities related to gender, inclusion, and localization (GIL) and ensure that GIL considerations are integrated throughout CASA’s approach in line with relevant USAID policies and frameworks.

Responsibilities:

* Leads and monitors the inclusion of women, LGBTQI+ communities, youth, Indigenous Peoples, and marginalized and underrepresented groups across CASA activities.

* Assumes a lead role in articulating and advocating the strategic importance of gender, equity and inclusion, access, and localization considerations in climate adaptation programming, communications, and learning.

* Works across teams to ensure gender, equity and inclusion, and localization policies, frameworks, and best practices are applied.

* Informs project- and activity level localization strategies and works with the Adaptation Lead, other CASA staff members, consultants, and subcontractors to design and apply GIL approaches.

* Develops and reviews activity scopes of work, training, deliverables, and communications for GIL integration and supports Monitoring, Evaluation, and Learning (MEL) framework design that is equitable and gender responsive.

* Directly manages and coordinates relevant activities, analyses, and research.

* Participates in work plan development, strategic planning, and adaptation framework development.

* Leads technical task design and implementation, contributes to deliverables, and manages discrete tasks and activities as needed.

* Coordinates and oversees consultants and subcontractors for discrete technical activities.

* Represents CASA as workshops, conferences, and other events.

Qualifications:

* Master’s degree in gender studies, sociology, international development, climate or environmental studies, or relevant field.

* At least 7 years of experience working on gender, social inclusion, youth, Indigenous Peoples, and/or localization topics as they relate to climate change adaptation and resilience, sustainable development, climate justice, or relevant fields.

* Experience assessing equity and inclusion needs and developing strategies to integrate gender, inclusion, and localization into climate change programming.

* Professional proficiency in English is required.

* Ability to travel internationally.

* U.S. citizenship or a valid U.S. work permit is mandatory.

Preferred qualifications:

* Three to five years of experience providing technical support to complex USAID-funded programs and familiarity with USAID policies preferred.

* Familiarity with environmental and social safeguards standards and best practices in the international development context.

* A history of collaboration and fostering inclusive, equitable, locally led climate change adaptation activities.

* Proficiency in Spanish or French.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $90,000 – $130,000 annually.
