Gender & Equity Specialist

Project Background:

The Bangladesh Systems Strengthening for One Health (SSOH) aims to enhance Bangladesh’s global health security (GHS) capacity to operate a high functioning and equitable One Health (OH) disease detection system that prevents, detects, and responds to new and emerging infectious and endemic zoonotic disease, while ensuring good One Health governance and reducing risks of irreversible antimicrobial resistance (AMR). Through evidence-informed and integrated systems approach, SSOH will strengthen Bangladesh’s One Health Systems and enhance the country’s capacity to prevent, detect, respond to, and recover from infectious disease threats. The activity aims therefore aims to achieve results under the following development objectives:

  1. Strengthen Systems for Better One Health Governance across the Government of Bangladesh (GOB)
  2. Strengthen One Health Disease Detection Systems for effective prevention, detection and response.
  3. Reduce Threats of Antimicrobial Resistance (AMR) across OH sectors.

Role’s Purpose:

The Gender & Equity Specialist will be the main lead for ensuring gender and equity is considered throughout all program activities. They will provide technical assistance and capacity building support to ensure that issues of gender, ethnicity, caste, sexual orientation, and disability are meaningfully considered in program activities. The Gender & Equity Specialist will ensure women and representatives of other excluded groups are able to actively participate in SSOH activities. In coordination with other relevant team members, they will build capacity of program staff, grantees, project partners, and other stakeholders to increase gender and equity awareness and planning.

Key Duties and Responsibilities:

  • Ensures that gender and equity are mainstreamed through all activities.
  • Plays an active role in relevant assessments, particularly Equity Gap Analyses (EGA) and Political Economy Analyses (PEA).
  • Leads training for SSOH staff, grantees, and stakeholders on gender and equity awareness and responsive planning.
  • Supports stakeholders in identifying opportunities to engage and partner with marginalized groups.
  • Coordinates with MEL Coordinator to ensure that gender and equity-sensitive data is collected through monitoring and evaluation activities. Strengthen GESI integration by proposing adaptation based on analysis of MEL data.
  • Coordinates with Communications Specialist to develop communication initiatives to increase awareness and practice of social inclusion among youth and promote coalition building with marginalized groups.
  • Identifies opportunities to integrate GESI considerations and principles in performance measurement processes, policies, plans, local government structures, budget allocations, and others.
  • Designs interventions to address GESI disparities and create opportunities for women and excluded groups’ leadership and participation as related to SSOH.
  • Ensures mainstreaming of Do No Harm principles and approaches to counter gender-based violence.
  • Travels to the field and regional offices as required.

Qualifications

  • Bachelor’s degree in a social science or relevant field.
  • 10 years of experience in gender and equity programming, including experience designing and managing gender and equity strategies to facilitate gender integration in an international development context, including experience working with international development partners or donors.
  • Experience with gender-based research and analysis.
  • Experience with donor-funded health programming highly preferred.
  • Proven project management, communications, writing, and interpersonal skills with excellent judgment, sound problem solving and decision-making skills.
  • Ability to work in a fast-moving, fluid team setting with multiple stakeholders.
  • Ability to work independently with minimal supervision, and as a part of a complex team.
  • Previous experience working on USG or other bilateral and multilateral organization projects.
  • Excellent interpersonal, writing, and English language skills.

Skills

  • Well-organized with sound technical skills and understanding, analytical ability, good judgment, and strong operational focus.
  • Excellent written and oral communication skills.
  • Possesses training and/or work experience in problem-solving, leadership, and conflict management.
  • Ability to work effectively with stakeholders to ensure an integrated approach to program activities.
  • Applies detailed knowledge of country and regional environments to interact with local professionals, partners, and other stakeholders.

Reporting

The Gender & Equity Specialist will report to the MEL Advisor.
